Public employees in the registration sector seeking promotion from grade II to grade I must meet the general standards and conditions specified in Article 3 of Circular 17/2024/TT-BGTVT, including:
- Meeting the standards and conditions specified in Clause 1, Article 32 of Decree 115/2020/ND-CP on recruitment, use, and management of public employees (as amended and supplemented by Decree 85/2023/ND-CP by the Government of Vietnam amending and supplementing several articles of Decree 115/2020/ND-CP).
- Having an available job position corresponding to the rank of the public employee being considered for promotion.
- Being nominated by the head of the competent authority managing the public employee to participate in the promotion examination.
- Meeting the minimum work experience requirement in the immediately lower rank. Specifically:
+ Public employees being considered for promotion to grade I in the transport sector must have held a grade II position or equivalent for at least 6 (six) years by the deadline for submitting promotion application files;
+ Public employees being considered for promotion to grade II in the transport sector must have held a grade III position or equivalent for at least 9 (nine) years (excluding probationary and trial working periods) by the deadline for submitting promotion application files.
Additionally, based on Clause 3, Article 4 of Circular 17/2024/TT-BGTVT, the standards and conditions for the promotion of public employees in the registration sector from grade 2 to grade 1 include:
- For public employees in the registration sector, during the time holding a grade 2 position or an equivalent, they must meet one of the following standards and conditions:
+ Participating in the creation of at least 2 (two) legal documents which the employing unit was assigned and have been promulgated by a competent authority;
+ Participating in the creation of at least 2 (two) national-level, ministerial-level, sectoral, provincial-level, or higher research projects, plans, or scientific research programs assigned by the employing unit and accepted by a competent authority;
+ Participating in the creation of at least 1 (one) legal document and at least 1 (one) national-level, ministerial-level, sectoral, provincial-level, or higher research project, plan, or scientific research program assigned by the employing unit and promulgated or accepted by a competent authority.
Thus, from July 15, 2024, public employees in the registration sector must meet one of the above standards and conditions for promotion from grade 2 to grade 1.

The professional titles for public employees in the registration sector as specified in this circular apply the professional and technical salary scales for officials and public employees in public service providers of the State (Table 3), issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials, public employees, and armed forces, as follows:
a) The professional title of a grade I public employee in the registration sector is applied with a salary coefficient of public employee category A3, group 1 (A3.1) from the salary coefficient 6.20 to the salary coefficient 8.00;

(1) Standards for education and training:
- Holding a university degree or higher in a relevant field or major;
- Having a certificate of professional training according to the standards of the professional title of public employees in the registration sector.
(2) Standards for professional competence:
- Mastering the views, policies, and guidelines of the Communist Party, laws and regulations of the State; the status and development trends of the registration sector;
- Mastering the national and international laws and regulations in the registration field; having in-depth knowledge of the registration sector; being capable of applying and implementing technology within the scope of their job;
- Having research capabilities, the ability to develop plans, projects, and action programs; the ability to advise and formulate strategies, plans, policies linked to their professional field in the registration sector;
- Having the capability to organize and implement assigned tasks; the ability to analyze and aggregate practical issues, proposing solutions to improve policies and regulations in the registration sector;
- Possessing skills in drafting, presenting, developing, and implementing projects and programs related to registration activities;
- Having basic information technology skills and being able to use a foreign language or ethnic minority language if working in an ethnic minority area, according to the requirements of the job position.
Thus, public employees being considered for promotion to grade 1 in the registration sector must meet the standards for education and training and standards for professional competence.
What are the current duties of grade 1 public employees in the registration sector in Vietnam?
Based on Clause 1, Article 4 of Circular 45/2022/TT-BGTVT on the duties of grade 1 public employees in the registration sector:
- Leading and organizing the implementation of registration sector tasks as assigned by the public service provider according to legal regulations;
- Leading, researching, proposing, and developing policies, orientations, development plans, and technological applications in registration management activities;
- Leading the development of management regulations in the registration sector;
- Leading the review, assessment, and proposal of solutions to improve the effectiveness of registration activities;
- Leading research projects and scientific research aiming to innovate and enhance management mechanisms to improve the effectiveness and efficiency of registration activities;
- Leading the compilation and development of materials guiding the professional work of the registration sector; organizing specialized training, professional training, or disseminating knowledge and experiences in the registration sector;
- Performing other tasks assigned by competent authorities.
