Procedures for Registration of Vehicle Ownership Transfer and Relocation at the District Police According to Circular 24/2023/TT-BCA?
In Section B Clause 2 of the Administrative Procedures promulgated with Decision 6640/QD-BCA in 2023, it clearly outlines the latest procedures for registering vehicle ownership transfer and relocation at the district police as follows:
+ When transferring vehicle ownership, the vehicle owner must retain the vehicle registration certificate and number plate (not handed over to the organization or individual receiving the vehicle ownership transfer) and submit these to the vehicle registration authority for revocation procedures; within 30 days from the date of the ownership transfer document, the vehicle owner must complete the revocation procedures. If the vehicle owner fails to complete the revocation procedures or hand over the registration certificate and number plate to the organization or individual receiving the vehicle ownership transfer for revocation within the stipulated timeframe, before resolving the matter, the vehicle registration authority will issue a decision to sanction the vehicle owner for failing to carry out the revocation procedures as prescribed.
When relocating the headquarters or residence from one centrally-governed province or city to another (same owner relocation), the vehicle owner must complete the revocation procedures at the authority managing the vehicle records.
+ Organizations or individuals receiving the vehicle ownership transfer, and vehicle owners (in cases of same owner relocation), must complete the registration procedures for ownership transfer and vehicle relocation at the vehicle registration authority as prescribed.
Revocation Procedures
Step 1: The vehicle owner declares the revocation application for registration and number plate on the public service portal; provides the online vehicle registration record code; submits the revocation dossier as prescribed in Clause 1, Article 14 of Circular 24/2023/TT-BCA and receives an appointment slip for the return of registration results as prescribed.
Step 2: After verifying the legitimacy of the vehicle dossier, the vehicle registration authority issues a certificate of revocation of registration and number plate as prescribed (with an imprinted copy of the engine number and frame number, and an overlapping seal of the vehicle registration authority on the imprinted copy of the engine and frame numbers): 01 copy for the vehicle owner; 01 copy retained in the vehicle dossier; in case of a lost vehicle registration certificate, verification is carried out as prescribed.
Procedures for Ownership Transfer and Vehicle Relocation Registration
Step 1: Organizations or individuals receiving the vehicle ownership transfer, and vehicle owners (in cases of same owner relocation): Declare the vehicle registration application as prescribed in Article 9 of Circular 24/2023/TT-BCA; bring the vehicle for inspection, provide the online vehicle registration record code, and submit the dossier as prescribed in Clause 2, Article 14 of Circular 24/2023/TT-BCA.
Step 2: After verifying the legitimacy of the vehicle dossier and the actual vehicle, the vehicle registration authority issues the number plate as prescribed in Clause 2, Article 12 of Circular 24/2023/TT-BCA; issues an appointment slip for the return of registration results and determines the vehicle registration fee as prescribed.
Step 3: The vehicle owner pays the registration fee on the public service portal of the Ministry of Public Security and receives the number plate (if eligible for issuing the number plate as prescribed in Point a, Clause 2, Article 12 of Circular 24/2023/TT-BCA); if the vehicle owner wishes to receive the registration results via public postal service, they must register with the public postal service unit.
Step 4: The vehicle owner receives the vehicle registration certificate and number plate (if eligible for issuing the number plate as prescribed in Point b, Clause 2, Article 12 of Circular 24/2023/TT-BCA) at the vehicle registration authority or from the public postal service unit.
