What are the job duties and evaluation criteria of University directors in Vietnam ?

Pursuant to subsection 1 of the job description for University directors in Appendix III issued with Circular 04/2024/TT-BGDDT guiding the job duties and evaluation criteria for University directors, the following are the criteria:

- Leadership and management:

+ Manage and operate all activities of the university in accordance with the organizational and operational regulations of the university and legal provisions (personnel; finance, assets;...):

>> Evaluation criteria for completion: Internal regulations, rules, and regulations are fully and timely promulgated and comply with the regulations; personnel, finance, assets, etc. are managed and used in accordance with the regulations of the Party, the State, and the organizational and operational regulations of the university.

+ Lead the development of strategies, programs, plans, and task assignments in the university:

>> Evaluation criteria for completion: Strategies, programs, and plans are developed in line with practicality and approved by the university council; task assignments are appropriate, specific, efficient, fair, and do not omit any tasks, with each task having only one responsible person.

+ Lead the organization in implementing the tasks and work of the university (organize implementation; inspect, urge, coordinate; monitor, evaluate):

>> Evaluation criteria for completion: Smooth operation of the university's activities; general tasks of the university are carried out in accordance with regulations and achieve effectiveness; timely evaluation, identification of obstacles to implementation, and solutions to overcome them; accurate and within authority handling; timely reporting.

- Professional activities: Complete the work and products according to the regulations on teaching, scientific research, community service, etc. as assigned.

- Other tasks: Perform other tasks as directed and regulated by superiors or competent authorities and in accordance with the organizational and operational regulations of the university.

What is the scope of authority for University directors in Vietnam?

Pursuant to subsection 4 of the job description for University directors in Appendix III issued with Circular 04/2024/TT-BGDDT, the scope of authority for University directors is as follows:

- They have autonomy in implementing assigned tasks.

- They make decisions on specific issues in accordance with the organizational and operational regulations of the university.

- They sign documents within the authority of University directors.

- They decide on task assignments for members of the University directors board.

- They are provided with guidance and management information within the scope of their duties and authority.

- They are directed to organize and chair meetings of the university.

What are the requirements for qualifications and capabilities for University directors in Vietnam?

Pursuant to subection 5 of the job description for University directors in Appendix III issued with Circular 04/2024/TT-BGDDT, the requirements for qualifications and capabilities for University directors are as follows:

(1) Requirements for qualifications and character:

- Education level:

+ Hold a doctoral degree, meet the professional title and position standards of University directors according to legal regulations, authorized levels, and the organizational and operational regulations of the university.

+ Have a level of political theory that meets the conditions and standards of University directors as prescribed by the Party, laws, and authorized levels.

- Training, certification:

+ Meet the requirements of University directors according to legal regulations and authorized levels.

+ Participate in professional title training as prescribed by specialized laws.

- Experience (work achievements): Have management experience from the university/academy level and equivalent.

- Personal qualities:

+ Absolute loyalty, trust, and serious compliance with the Party's guidelines, state laws, and unit regulations.

+ High sense of responsibility for work and teamwork cooperation.

+ Honesty, determination, and willingness to listen.

+ Calmness and carefulness.

+ Ability to be creative and think independently.

+ Ability to gather and unite internal forces.

+ Other qualities (in line with the requirements of the job position)

- Other requirements:

+ Ability to anticipate and propose guidelines and solutions to address issues related to education and the functions and tasks of the university.

+ Ability to organize and implement research, carry out projects in the field of expertise.

+ Understanding of the work field and development orientation.

+ Other standards and conditions as prescribed by the authorized level for appointment/recognition of University directors.
