Categories of Leadership, Management Positions, and Professional Titles in Public Preschools effective from December 16, 2023?
According to Clause 1, Article 3 of Circular 19/2023/TT-BGDDT, the categories of leadership, management positions, and professional titles in public preschools are stipulated in Appendix I issued together with Circular 19/2023/TT-BGDDT as follows:

From December 16, 2023, how will the categories of leadership, management positions, and professional titles in public preschools be regulated?
Staffing Norms for Leadership, Management Positions effective from December 15, 2023 in Preschools?
According to Article 4 of Circular 19/2023/TT-BGDDT, the staffing norms for leadership, management positions are stipulated as follows:
Staffing Norms for Leadership, Management Positions
1. Principal: Each public preschool is allocated 01 principal.
2. Vice Principal: The number of vice principals is determined according to the regulations on the number of deputy positions at Decree No. 120/2020/ND-CP dated October 7, 2020, of the Government of Vietnam regarding the establishment, reorganization, and dissolution of public service providers.
Therefore, according to the above regulations, the staffing norms for leadership, management positions effective from December 15, 2023, in preschools are as follows:
- For the Principal position: Each public preschool is allocated 01 principal.
- For the Vice Principal position: The number of vice principals is determined according to the regulations on the number of deputy positions at Decree 120/2020/ND-CP.
Regarding the number of deputy positions of the head of a public service provider
a) For public service providers that are self-financing both recurrent and investment expenditures: The average number of deputy positions in units under the organizational structure of ministries and ministerial-level agencies is not more than 03 people per unit; other units should follow the establishment Scheme (in case of new establishment) or the autonomy Scheme approved by the competent authorities;
b) For public service providers that are self-financing recurrent expenditures: The average number of deputy positions in units under the organizational structure of ministries and ministerial-level agencies is not more than 03 people per unit; other units are allocated no more than 03 people;
c) For public service providers that cover part of their recurrent expenditures and for those funded by the state budget:
The average number of deputy positions in units under the organizational structure of ministries and ministerial-level agencies is not more than 03 people per unit.
Units specified at point a, clause 1 (except for units under the organizational structure of ministries and ministerial-level agencies), clause 2, and point a, clause 4, Article 2 of this Decree having up to 20 public employees should be allocated no more than 02 deputy positions; those with more than 20 public employees should be allocated no more than 03 deputy positions.
Units specified at points b, c, d, e, clause 1, clause 3, points b, c, d, clause 4, and clause 5 of Article 2 of this Decree should be allocated no more than 02 deputy positions.
Principles for Determining Staffing Norms in Public Preschools?
According to Article 2 of Circular 19/2023/TT-BGDDT, the principles for determining staffing norms in public preschools are stipulated as follows:
- The determination of positions and staffing norms in public preschools is carried out according to the regulations in Article 3 of Decree 106/2020/ND-CP.
- Positions and staffing norms in public preschools must ensure:
+ Adequate staff according to the norms stipulated in this Circular to perform the duties of nurturing, caring for, and educating children according to the Preschool Education Program issued by the Ministry of Education and Training, and to carry out common professional tasks, support, and service work in public preschools.
+ Positions that do not have sufficient workload for one person to perform full-time should be arranged as part-time tasks. Positions that do not have personnel allocation should employ contract labor or part-time assignments. Individuals assigned to part-time positions must be trained and professionally developed to meet the competence requirements of the part-time position.
- The number of teachers in public preschools includes both recruited public employees and contracted teachers. Public preschools that currently have fewer public employee teachers than the maximum norm stipulated in this Circular (due to insufficient assigned staff or unfilled positions) should determine the number of contract teachers according to the maximum norms as stipulated in this Circular and according to Decree 111/2022/ND-CP.
Circular 19/2023/TT-BGDDT comes into effect on December 16, 2023.
