From August 15, 2022, will there be no longer the requirements for a level 4 foreign language certificate for the title of rank I sound technician?

Hello Lawnet, I would like to ask the following question: In the near future, is it required to meet any foreign language certificates for the title of rank I sound technician? Thank you!

What are current standards of the title of rank I sound technician?

Pursuant to Article 3 of Circular 46/2017/TT-BTTTT of Vietnam (several regulations are invalidated by point c Clause 2 Article 11 of Circular 03/2021/TT-BTTTT of Vietnam) stipulating current duties, responsibilities and standards for the title of rank I sound technician are as follows:

“Article 3. Rank I sound technicians
1. Mission:
- Preside over the professional and professional summaries; prepare content, participate in specialized seminars in the country and in the world;
- To organize the performance of recording and mixing for films and art works on a large scale, requiring the use of many technical means to ensure high sound quality;
- Provide technical development orientation of units, sectors and the state level;
- Planning and making plans to develop advanced technical systems in the medium and long term;
- Detecting and organizing the application of scientific and technical advances in the field of false sound, contributing to improving the quality of art for performances, cinema and television programs;
- Presiding over the development of objectives, contents, programs, documents and organizing training courses for lower-ranking vocalists;
- Prepare content, directly participate in domestic and international audio conferences.
2. Standards of training and retraining qualifications:
a) Having a university degree in audio, electronics and telecommunications or equivalent or higher;
b) Having a computer science qualification that meets the standards of basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Minister of Information and Communications. Standards of skills in using information technology (hereinafter referred to as Circular No. 03/2014/TT-BTTTT);
c) Having a foreign language level 4 (B2) as prescribed in the Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Minister of Education and Training promulgating the 6-level foreign language competency framework for Vietnam (hereinafter referred to as Circular No. 01/2014/TT-BGDDT);
d) Having a certificate of standard training for the title of Rank I Sound technician.
3. Standards of professional competence:
a) Firmly grasp the lines, guidelines and policies of the Party and the State's laws on specialized fields;
b) Proficient in specialized skills; Understanding music, mastering the principles of combining different types of sounds, between sounds and images or with performing arts;
c) Presiding over or participating in editing at least 04 (four) works recognized or won prizes by the specialized arts and sciences councils; or participate in at least 02 (two) theoretical works, theoretical research on specialized science and technology (ministerial, provincial or equivalent level);”

According to the above regulations, the standard of training and fostering qualifications for rank I sound technicians is to have a certificate of foreign language level 4 (B2) and graduate from a university majoring in audio, electronics and telecommunications or equivalent or higher.

From August 15, 2022, will no longer require a level 4 foreign language certificate for the title of Rank I Sound technician?

Will there be no longer the requirement for foreign language certificates for the title of rank I sound technician in the near future?

Pursuant to Clause 1 Article 1 of Circular 07/2022/TT-BTTTT of Vietnam stipulating as follows:

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editing technique, cinematographer in the field of information and communication
1. Article 3 is amended to Clause 2, Clause 3, and Clause 4 is added as follows:
"2. Standards of training and fostering
a) Having a university degree or higher majoring in audio, electronics - telecommunications;
b) Having a certificate of training according to the standards of professional titles of public employees in the sound industry.
3. Standards of professional and professional competence
a) Understand the guidelines, guidelines and policies of the Party and the State's laws on specialized fields;
b) Proficient in specialized skills; Understanding of sound, firmly grasping the principles of combining different types of sounds, between sound and image or with performing arts,
c) Having basic information technology skills, using foreign languages or ethnic minority languages as required by the job position.
…”

According to that, in the near future, in terms of qualification standards for refresher training, it will no longer require grade I sound technicians to have a level 4 foreign language certificate (B2) as currently regulated. Instead, rank I sound technicians need to be able to use foreign languages or ethnic minority languages as required by the job position in the near future.

Supplementing regulations on promotion to the title of rank I sound technician in the near future?

Pursuant to Clause 1 Article 1 of Circular 07/2022/TT-BTTTT of Vietnam stipulating as follows:

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editing technique, cinematographer in the specialty | information and communication
1. Article 3 is amended to Clause 2, Clause 3, and Clause 4 is added as follows:
“4. Requirements for public officials participating in the promotion to rank I sound technician
a) Having held the professional title of rank II sound technician or equivalent for at least 06 years (full 72 months). In case of equivalent duration, at least 01 year (full 12 months) must have held the professional title of rank II sound technician by the end of the deadline for submitting the application for competition registration or consideration for promotion;
b) During the time of holding the professional title of rank II sound technician or equivalent, he has presided over or participated in at least 02 (two) works winning ministerial or equivalent awards; or chair or participate in at least 02 (two) projects, specialized scientific research programs at ministerial, provincial or equivalent levels which have been promulgated or accepted by competent authorities.”

Accordingly, officials participating in the competition to be promoted to the title of Rank I sound technician in the near future will need to meet the requirements as prescribed above.

Circular 07/2022/TT-BTTTT of Vietnam takes effect from August 15, 2022.
