What is the deadline for submitting commendation application to the People's Court of Vietnam in 2023?
On May 5, 2023, the Emulation and Commendation Department issued Official Dispatch 28/TANDTC-TDKT year 2023 regarding the time for submitting commendation application in 2023.
The timetable for submitting commendation application to the People's Court in 2023 is determined as follows:
- Outstanding Judge, Exemplary Judge, Model Judge titles: Submit documents before June 30, 2023;
- Commemorative Medal for the Cause of the Court: Submit documents before July 31, 2023;
- National Emulation Fighter title: Submit documents before August 15, 2023.
The heads of units in the People's Court directly sign the verification documents (without delegating to deputies) and are responsible to the Chief Justice of the Supreme People's Court for the accuracy, objectivity, and honesty of the related documents and data in the reward proposals of collectives and individuals under their management.

What are the commendation application and principles for awarding the Commemorative Medal for the Cause of the Court of Vietnam?
Based on the provisions in Article 10 of the Regulation issued with Decision 19/2018/QD-TANDTC-TDKT, the reward proposal dossier in the form of a Commemorative Medal for the Cause of the Court includes:
- A proposal presentation for awarding the Commemorative Medal.
- A summarized list of cases proposed for awarding the Commemorative Medal.
- Copies of reward decisions related to the awarding of the Commemorative Medal.
- A brief declaration of achievements and work process of the individual certified by the head of the proposing unit. For individuals already retired, the certification must come from the unit that managed the individual before retirement.
(In case of legitimate reasons, if the individual proposed for the commemorative medal cannot prepare the brief declaration of achievements and work process, the proposing unit is responsible for declaring on their behalf).
- Other subjects do not need to make a brief declaration of personal work process and achievements, but the proposing unit must prepare a summary of the merits and achievements of the individual proposed for the cause of building and developing the People's Court.
- For individuals who are overseas Vietnamese or foreigners, there must be an assessment and proposal document from the functional unit of the People's Court.
- Copies of reward decisions related to the awarding of the Commemorative Medal.
Regarding the award principles, Article 3 of the Regulation issued with Decision 19/2018/QD-TANDTC-TDKT year 2018 stipulates:
Principles for awarding the Commemorative Medal
1. The Commemorative Medal is awarded only once, without posthumous forms of awarding.
2. The awarding of the Commemorative Medal must be conducted openly, democratically, fairly, promptly and ensure the right subjects, standards, procedures, and regulations as stipulated in this Regulation.
3. When awarding the Commemorative Medal, each individual can only choose one highest form of reward or title of emulation according to the regulations to be awarded ahead of time, and cannot accumulate achievements for early award consideration.
Thus, the awarding of the Commemorative Medal for the Cause of the Court is carried out according to the three principles mentioned above.
What are the criteria for awarding the Commemorative Medal at the People's Court of Vietnam?
Based on Article 8 of the Regulation issued with Decision 19/2018/TANDTC-TDKT year 2018 the criteria are as follows:
Criteria for awarding the Commemorative Medal
1. Subjects specified at point a, clause 1, Article 5 of this Regulation can be considered for awarding the Commemorative Medal upon meeting one of the following criteria:
a) Chief Justice, Deputy Chief Justice, Judges of the Supreme People's Court;
b) Deputy Chief Justice of the Central Military Court, senior judges proposed for awarding after completing one term. Heads of units under the Supreme People's Court, Court Academy, High-level People's Courts, units under the Central Military Court, Provincial People's Courts proposed for awarding after completing two terms (for heads who have notification of retirement, have retired or transferred work, one term), and three terms for deputy levels (for female leaders, one-third of the time is reduced compared to regulations);
c) Individuals specified at point a, clause 1, Article 5 of this Regulation who have worked in the People's Court for at least 20 years for males and at least 15 years for females;
d) Individuals who have worked or are working in the People's Court or as People's Jurors, Military Jurors awarded Labor Hero, Hero of the People's Armed Forces or orders (Golden Star, Ho Chi Minh, Independence at all levels) are proposed for awarding immediately after the reward decision;
dd) Award consideration ahead of time when individuals are awarded "Labor Medal" at all levels, "Certificate of Merit from the Prime Minister of the Government of Vietnam" or "National Emulation Fighter", "People's Court Emulation Fighter", "All-Army Emulation Fighter", "Model Judge", "Outstanding Judge", "Excellent Judge", specifically:
- Individuals awarded "Labor Medal" at all levels; "National Emulation Fighter"; "Model Judge": proposed for awarding five years ahead of time;
- Individuals awarded "Certificate of Merit from the Prime Minister of the Government of Vietnam"; "Outstanding Judge": proposed for awarding three years ahead of time;
- Individuals awarded "People's Court Emulation Fighter"; "All-Army Emulation Fighter"; "Excellent Judge": proposed for awarding one year ahead of time;
e) Individuals specified at point b, clause 1, Article 5 of this Regulation who have participated in adjudication for at least 10 years;
g) Individuals who have worked in the People's Court and also served in legal protection agencies (Police, Procuracy, Enforcement) shall consider their tenure in those agencies as working time in the People's Court, but must have worked at the Court for at least five years.
2. Subjects specified at clause 2, Article 5 of this Regulation can be considered for awarding the Commemorative Medal upon meeting one of the following criteria:
a) Having made positive contributions to the cause of building and developing the People's Court;
b) Having research works or initiatives, solutions recognized by competent State agencies with value contributing positively to the cause of building and developing the People's Court;
c) Having merits in the process of implementing projects, contributing positively to the cause of building and developing the People's Court;
d) Having merits in establishing and consolidating cooperative relationships between countries, international organizations with the People's Court, contributing positively to the cause of the People's Court;
dd) Having significant financial or material support for the development of the People's Court.
3. Other individuals as per the decision of the Chief Justice of the Supreme People's Court.
Thus, individuals can be considered for awarding the Commemorative Medal upon meeting one of the criteria mentioned above.
