Only 62% of people over 18 receive third dose of Covid-19 vaccine in Vietnam

Our country has gone through painful days because of the outbreak of the Covid-19 epidemic. Even though all activities have returned to normal, we should not be subjective. What is the current coverage rate of Covid-19 vaccine for over-18 people in Vietnam?

On June 9, 2022, the Ministry of Health issued Notice 764/TB-BYT in 2022 on the conclusion of the Deputy Minister of Health on reviewing the progress of vaccination against Covid-19. Accordingly, in Section 1 of Notice 764/TB-BYT in 2022 of the Ministry of Health, which concludes about the implementation of vaccination in the past time in Vietnam as follows:

- By the end of May 31, 2022, over 221 million doses of COVID-19 vaccine have been injected nationwide, basically completing the basic vaccination for over-12 people; however, the rate of 3rd dose injection (1st booster dose) for over-18 people is only about 62%; the rate of 1st and 2nd injection for children from 5 to under 12 years old reached 34.4% and 3.5% respectively. If the vaccination situation does not improve, it will not be possible to achieve the goal directed by the Prime Minister at the Meeting Notice No. 114/TB-VPCP dated April 15, 202 which is "Complete the 3rd doses for people need vaccination in the second quarter of 2022” and “Complete the 2nd doses for children from 5 to under 12 years old in the second quarter of 2022 for who need to be vaccinated for schooling safely during the summer school months and starting safely a new school year in September 2022”.

- According to the report of the Central Institute of Hygiene and Epidemiology, the number of vaccines that have been decided on distribution currently exists in many routes (about 8.8 million doses in the region and 2.7 million doses in the province), along with the number of vaccines at the national storage, have a high risk of excess and expiration, which must be canceled if localities do not step up to receive and deploy vaccination.

Report of the Central Institute of Hygiene and Epidemiology of Vietnam on the process of receiving and deploying vaccination against covid-19 before June 6, 2022

In subsection 2.2, Section 2, Notice 764/TB-BYT in 2022 of the Ministry of Health has assigned the following tasks to the Central Institute of Hygiene and Epidemiology:

- Urge provinces and cities to promptly report the number of subjects who need the 3rd dose (1st booster), 4th dose (2nd booster). On the basis of the number of subjects and the progress of vaccination in the localities, develop a plan and urgently distribute the vaccine.

- Coordinate with the Department of Transport, the General Department of Logistics, the Ministry of National Defense to immediately transport the vaccine to the provinces and cities.

- Report to the Ministry of Health (Department of Preventive Medicine) on the receipt, distribution and deployment of vaccination against COVID-19, expected possibilities (redundancy, cancellation of vaccines....) before June 6, 2022.

The basic dose of Covid-19 vaccine for children from 5 to under 12 years old will be administered continuously

Pursuant to subsection 2.1, Section 2, Notice 764/TB-BYT in 2022 of the Ministry of Health has set out the tasks for the Department of Preventive Medicine as follows:

- Urgently advise the Ministry of Health to strengthen the Appraisal Council and the Secretariat of the Appraisal Council of the coefficient of use of vaccines and consumables in expanded immunization; after consolidating, hold a Council meeting immediately to appraise the use coefficient of COVID-19 vaccine developed and proposed by the National Expanded Immunization Project, the Central Institute of Hygiene and Epidemiology.

- Urge provinces and cities to report on the number of COVID-19 cases as directed in Official Dispatch No. 2472/BYT-DP dated May 13, 2022; monitor and synthesize information on the number of children infected with COVID-19 from the Ministry of Education and Training under the direction of Official Dispatch No. 2471/BYT-DP dated May 13, 2022; synthesize data and report to the Ministry of Health.

- Continue to direct and coordinate with the Central Institute of Hygiene and Epidemiology, the Institutes of Hygiene and Epidemiology, the Pasteur Institute in the region to organize meetings with the Centers for Disease Control of provinces and cities with the vaccination rate of 3rd dose, 4th dose for people aged 18 years and over and low dose for children from 5 to under 12 years old to enhance the reception of vaccines and deploy vaccination.

- Assume the prime responsibility, and coordinate with the Central Institute of Hygiene and Epidemiology in drafting and submitting to the Ministry of Health for signing and promulgating a report to the Prime Minister on the receipt, distribution and implementation of vaccination against COVID-19, which is expected to the possible occurrences (redundancy, cancellation of vaccines, etc.).

Locality in Vietnam that has not yet received the allocated Covid-19 vaccine must receive on June 3, 2022

According to subsection 2.4, Section 2, Notice 764/TB-BYT in 2022 of the Ministry of Health has assigned the following tasks to the People's Committees, Departments of Health and Centers for Disease Control of provinces and cities:

- Thoroughly and strictly implement the Prime Minister's direction in Notice No. 114/TB-VPCP dated April 15, 2022 and the direction of the Ministry of Health at Official Dispatch No. 702/CD-BYT dated May 24, 2022 , Dispatch No. 708/CD-BYT dated May 26, 2022, Dispatch No. 710/CD-BYT dated May 27, 2022 on strengthening vaccination work.

- Thoroughly implement the 4th doses for over-18 people under the guidance of the Ministry of Health in Official Dispatch No. 2357/BYT-DP May 9, 2022.

- The Department of Health advises the Standing Committee of the Provincial Party Committee / City Party Committee to have thematic resolution on "Strengthening and strengthening the implementation of vaccination against COVID-19".

- Review and make specific statistics on subjects who need injections of 3rd and 4th shots, and children from 5 to under 12 years old (subject to injection/injected/not vaccinated, subjects who have had COVID-19) to have timely implementation of vaccination plans, develop specific plans each month.

- Mobilize the participation of all departments, agencies and mass organizations to coordinate with the health sector in the propaganda, advocacy and organization of vaccination. Assign vaccination quotas to each locality, department, and mass organization; in which leaders and key officials of the units must set an example and take the lead in implementing vaccination.

- Strengthen the organization of mobile injection points at schools, factories, industrial parks, export processing zones, residential clusters... to increase the rate of injections of 3rd and 4th injections for people aged 18 years and over and injections. for children from 5 to under 12 years old.

- Strictly follow the Prime Minister's direction "Going every alley, knocking door-to-door, checking each object" to ensure that people who need vaccination are not missed, and increase the vaccine coverage rate for the people.

- Continue to strengthen communication, unify the communication about vaccination against epidemics; People who do not agree to be vaccinated must sign a commitment and take responsibility if they let the disease spread.

- For the 13 provinces and cities that have not yet received the vaccine from the allocation of phase 146-147: Hanoi, Hai Duong, Thanh Hoa, Kon Tum, Gia Lai, Dak Lak, An Giang, Ben Tre, Tra Vinh, Dong Thap , Kien Giang, Ca Mau, Hau Giang must urgently receive the vaccine on June 3, 2022.

- Localities that do not receive the vaccine should request the People's Committee of the provinces or cities to send a document to the Ministry of Health, and at the same time must commit to the Government and the Prime Minister to take responsibility if an outbreak occurs in the area because of unvaccinated people.

Thus, according to the conclusion of the Deputy Minister of Health according to Notice 764/TB-BYT in 2022 of the Ministry of Health, there are tasks that need to be implemented and implemented for each of the above agencies to perform the job distribution and promotion of vaccination against Covid-19.
