What is the inspection of the manufacture and assembly of railway vehicles in Vietnam?

Pursuant to Article 5 of Circular 29/2018/TT-BGTVT (amended by Clause 1, Article 1 of Circular 32/2020/TT-BGTVT and annulled a number of phrases and provisions under Clauses 1 and 2 of Article 3 of Circular 32/2020/TT-BGTVT) stipulates as follows:

“Article 5. Inspection of manufacture and assembly
1. The inspection of manufacture and assembly shall be intended for: locomotives, cars, dedicated railways vehicles, manufactured and assembled components, equipment and parts on national railway and dedicated railways.
2. Composition of a design dossier:
a) Regarding a manufactured or assembled vehicle, the design dossier includes:
Technical drawings: overall drawings of the vehicle, its components and equipment; installation drawing of components, equipment and systems on the vehicle; drawings and specifications of domestically manufactured components and equipment; drawings and specifications of imported components and equipment.
Description and calculation: description of basic specifications for the vehicle; dynamic description and testing calculation of smoothness during operation, anti-rollover and anti-derailment safety; description and testing calculation of traction (applied to urban railway locomotives); description and testing of durability of bogies, wheelsets, underframe and car body; description and testing calculation of the braking system.
b) Regarding manufactured or assembled components, equipment or parts, the design dossier includes: overall drawings of components, equipment or parts; description and calculation of specifications for components, equipment or parts; description and calculation of durability of bogies, wheelsets and coupler for rollingstock.
3. An application for inspection includes:
a) An application form for inspection, which is made by the manufacturing establishment or vehicle owner using the Form in the Appendix I hereof;
b) A design dossier specified in Clause 2 of this Article;
c) A copy presented with its original for comparison or certified true copy of the certificate of quality and technical documentation of relevant components, systems, equipment or parts used;
d) A report on inspection and testing of the vehicle, its components, equipment or parts, which is prepared by the manufacturer or testing facility.
4. Inspection contents:
a) Carrying out inspection according to applicable technical regulations and design dossier;
b) Regarding end of train devices, carrying out inspection in accordance with the regulations laid down in the Appendix VII hereof.
5. Inspection methods:
a) Regarding vehicles, components and equipment, inspect the one by one;
b) Regarding parts, inspect representative samples of each shipment of parts according to relevant technical regulations and standards;
c) Regarding urban railway cars, inspect each car and carry out one more inspection after they are assembled into a train.

Accordingly, the inspection of manufacture and assembly of railway vehicles is now carried out in accordance with the above regulations.

What are the changes in the design dossier of the manufacture and assembly of railway vehicles in Vietnam?

Pursuant to Article 1 of Circular 10/2022/TT-BGTVT stipulating as follows:

“Article 1. Amending and supplementing Clause 2, Article 5 of Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport providing for quality and technical safety inspection technology and environmental protection of railway vehicles
2. Composition of a design dossier:
a) Regarding a manufactured or assembled vehicle, the design dossier includes:
Technical drawings: overall drawings of the vehicle, its components and equipment; installation drawing of components, equipment and systems on the vehicle;
Description and calculation: description of basic specifications for the vehicle; dynamic description and testing calculation of smoothness during operation, anti-rollover and anti-derailment safety; description and testing calculation of traction (applied to urban railway locomotives); description and testing of durability of bogies, wheelsets, underframe and car body; description and testing calculation of the braking system.
b) Regarding manufactured or assembled components, equipment or parts, the design dossier includes: overall drawings of components, equipment or parts; description and calculation of specifications for components, equipment or parts; description and calculation of durability of bogies, wheelsets and coupler for rollingstock.

Accordingly, drawings and specifications of domestically manufactured components and equipment; drawings and specifications of imported components and equipment will be annulled. Accordingly, in the near future, the preliminary design to inspect the production and assembly of railway vehicles will be made according to the change of the above regulations.

What are the compositions of the dossier on inspection of manufacture and assembly for railway vehicles that will be annulled in the near future in Vietnam?

Pursuant to Article 2 of Circular 10/2022/TT-BGTVT stipulates as follows:

“Article 2. Annulling a number of points of Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport providing for quality inspection, technical safety and protection railway vehicle environment
1. Annul Point c Clause 3 Article 5.
2. Annul Point c, Clause 2, Article 7 (amended in Clause 3, Article 1 of Circular No. 32/2020/T-BGTVT dated December 14, 2020 by the Minister of Transport amending and supplementing a number of articles of the Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport providing for the inspection of quality, technical safety and environmental protection of means of transport 31/2018/TT-BGTVT dated May 15, 2018 of the Minister of Transport, providing for the implementation of system safety assessment and certification for urban railways).”

Accordingly, in the near future, the regulation on copies presented with their originals for comparison of the certificate of origin, certificate of quality and relevant technical documentation of components, equipment or parts used will be annulled.
