Changing the regulation on granting a medical license according to professional qualifications to the provision of licensing to practice according to professional titles is one of the prominent new provisions of the 2023 Law on Medical Examination and Treatment of Vietnam passed by the National Assembly at the 2nd Extraordinary Meeting on February 3, 2023.
Specifically, according to the provisions of Article 26 of the 2023 Law on Medical Examination and Treatment of Vietnam, the professional titles that must have a practicing license are as follows:
Professional titles must have a practicing license
1. Professional titles requiring a practicing license include:
a) Doctor;
b) Physician;
c) Nursing;
d) Midwife;
dd) Medical technology;
e) Clinical nutrition;
g) Out-of-hospital emergency personnel;
h) Clinical psychology;
i) Herb doctor;
k) People who have traditional remedies or have traditional methods of curing diseases.
2. The Government shall prescribe professional titles and conditions for new grant, re-grant, extension, adjustment, suspension of practice, and revocation of medical licenses for professional titles added in addition to those specified in Clause 1 of this Article is suitable to the socio-economic development situation of the country in each period after reporting to the National Assembly Standing Committee.
3. The Minister of Health shall prescribe the scope of practice for each professional title.
Thus, from January 1, 2024, medical licenses will be granted according to professional titles, including:
- Doctor;
- Physician;
- Nursing;
- Midwife;
- Medical engineering;
- Clinical nutrition;
- Out-of-hospital emergency personnel;
- Clinical psychology;
- Herb doctor;
- People who have traditional remedies or have traditional methods of curing diseases.

From January 1, 2024, is the medical license in Vietnam valid for 5 years?
Pursuant to Article 27 of the 2023 Law on Medical Examination and Treatment of Vietnam as follows:
Medical license in Vietnam
1. Each practitioner may only be granted 01 medical license, which is valid nationwide.
2. The medical license is valid for 5 years.
3. The contents of a medical license include the following basic information:
a) Full name; date of birth; personal identification number for Vietnamese practitioners; passport number and nationality for foreign practitioners;
b) Professional title;
c) Scope of practice;
d) The duration of the medical license.
4. The applicant for a new, re-grant, extension or adjustment of a medical license must pay a fee in accordance with the law on fees and charges, except for the fault of the agency competent to issue the medical license that must be renewed, re-issued, extended or adjusted.
5. The Minister of Health shall detail this Article and prescribe the form of a medical license.
Thus, according to the above provisions, from the effective date of the 2023 Law on Medical Examination and Treatment of Vietnam (ie January 1, 2024), the practicing license is valid for 5 years.
If the medical practice certificate has been issued before January 1, 2024, how will it be handled?
This content is specified in Article 121 of the 2023 Law on Medical Examination and Treatment of Vietnam, specifically as follows:
- In case a practicing certificate issued before January 1, 2024 is converted to a medical license according to the roadmap prescribed by the Government and renews it every 5 years from the date of conversion in accordance with the 2023 Law on Medical Examination and Treatment of Vietnam.
- The issuance of practice certificates for dossiers submitted before January 1, 2024 shall comply with the provisions of the 2009 Law on Medical Examination and Treatment, which has been amended and supplemented with a number of articles under Law No. 21/2017/QH14.
- A practicing certificate issued under Clause 2 of this Article must be converted to a medical license and renewed as prescribed in Clause 1 of this Article.
- Regulations on the use of languages in licensing and practicing medical examination and treatment for foreigners and overseas Vietnamese according to the provisions of the 2009 Law on Medical Examination and Treatment, which has been amended and supplemented to a number of articles under Law No. 21/2017/QH14 applicable until the end of December 31, 2031.
- The suspension and revocation of practice certificates granted under the provisions of the 2009 Law on Medical Examination and Treatment, which has been amended and supplemented with a number of articles under Law No. 21/2017/QH14 shall comply with regulations on suspension and revocation of medical licenses in the 2023 Law on Medical Examination and Treatment of Vietnam.
- An applicant for a medical license under the title of a doctor from January 1, 2024 to the end of December 31, 2026 is not required to undergo a medical examination and assessment test according to the provisions of the 2023 Law on Medical Examination and Treatment of Vietnam.
- An applicant for a medical license under the title of physician, nurse, or midwife from January 1, 2024 to the end of December 31, 2027 is not required to undergo a practice assessment test according to the provisions of this 2023 Law on Medical Examination and Treatment of Vietnam.
- Persons applying for a medical license under the titles of medical technician, clinical nutritionist, outpatient emergency officer and clinical psychologist from January 1, 2024 to the end of December 31, 2028 are not required to undergo an examination and assessment of the practice capacity according to the provisions of the 2023 Law on Medical Examination and Treatment of Vietnam.
- Persons licensed to practice under Clauses 1, 2, 6, 7 and 8 Article 121 of the 2023 Law on Medical Examination and Treatment of Vietnam must comply with regulations related to practice in accordance with this Law.
- Persons who are granted the diploma of medical training at intermediate level after December 31, 2026 may not be granted a practicing license for the title of physician.
The 2023 Law on Medical Examination and Treatment of Vietnam takes effect from January 1, 2024.
