What are the eligibility criteria for public service promotion?
According to subsection 2, Section II of Official Dispatch 4103/BTC-TCCB in 2022 stipulating the criteria for public officer promotion exam as follows:
To apply the standards of the ranks of civil servants (specialists, key specialists) specified in Section I of this Official Dispatch as follows:
(1) For the competition to raise the rank from expert to main expert
- Experience in administration, public affairs or in leadership and management activities. Civil servants participating in the competition for promotion to the rank of main specialist must have held the rank of specialist and the equivalent for full 9 years or more (excluding the probationary and probationary period). If the period is equivalent to that of an expert, the period of holding the rank of specialist must be at least 1 year (full 12 months) by the end of June 30, 2022.
- Possessing a university degree or higher with a major or training major relevant to the industry or field of work.
- Possessing a certificate of state management knowledge training according to the standard of the main specialist rank or an advanced degree in political - administrative theory.
- Having basic information technology skills, using foreign languages at a level equivalent to level 3 of the Vietnamese Foreign Language Competency Framework, or using ethnic minority languages for civil servants working in low-income areas. minorities according to the requirements of the job position.
- During the time of holding the rank of expert or equivalent, he has participated in the development and appraisal of at least 01 legal document or the subject, scheme, project or program of scientific research at grassroots level or higher. which the agency employing Public employees in Vietnam assigned to preside over the research and construction has been promulgated or accepted by competent authorities.
(2) For civil servants participating in the exam to raise their rank from the rank of civil servant to the rank of specialist

What is the application file for civil service promotion exam?
According to Section IV of Official Dispatch 4103/BTC-TCCB in 2022, the application documents for public officer promotion are as follows:
(1) Information declaration form for promotion to administrative officer (Form 01 attached).
(2) A curriculum vitae certified by the agency employing the public employee made no later than 30 days up to June 30, 2022.

(3) Comments and evaluations of the head of the agency employing civil servants and Public employees in Vietnam on the criteria and conditions for exam registration as prescribed (Form No. 02 attached).
(4) A certified copy of a university degree or higher with a training discipline or major relevant to the industry or field of work.
(5) A certified true copy of the certificate of state management professional training corresponding to the standards and conditions for taking the exam for rank promotion and promotion in Sections I and II of this Official Letter.
(6) Documents proving that during the time of holding the rank of expert and equivalent, participating in the development and appraisal of at least 01 legal document or scientific research topic, scheme, project or program from grassroots level or higher that the agency employing civil servants assigned to preside over the research and construction has been promulgated or accepted by a competent authority (for the competition to raise the rank to chief specialist). Note: In order to facilitate the review of records, it is recommended that civil servants and officials who register for the exam arrange the documents in the order mentioned above.
