What are the eligibility criteria for public service promotion?

According to subsection 2, Section II of Official Dispatch 4103/BTC-TCCB in 2022 stipulating the criteria for public officer promotion exam as follows:

To apply the standards of the ranks of civil servants (specialists, key specialists) specified in Section I of this Official Dispatch as follows:

(1) For the competition to raise the rank from expert to main expert

- Experience in administration, public affairs or in leadership and management activities. Civil servants participating in the competition for promotion to the rank of main specialist must have held the rank of specialist and the equivalent for full 9 years or more (excluding the probationary and probationary period). If the period is equivalent to that of an expert, the period of holding the rank of specialist must be at least 1 year (full 12 months) by the end of June 30, 2022.

- Possessing a university degree or higher with a major or training major relevant to the industry or field of work.

- Possessing a certificate of state management knowledge training according to the standard of the main specialist rank or an advanced degree in political - administrative theory.

- Having basic information technology skills, using foreign languages ​​at a level equivalent to level 3 of the Vietnamese Foreign Language Competency Framework, or using ethnic minority languages ​​for civil servants working in low-income areas. minorities according to the requirements of the job position.
