Order of Execution:

- The owner of artifacts, antiquities, and national treasures submits an application for registration of artifacts, antiquities, and national treasures to the Director of the Department of Culture, Sports, and Tourism/Department of Culture and Sports where they reside.

- Within 15 working days from the date of receiving the application from the owner of artifacts, antiquities, and national treasures, the Director of the Department of Culture, Sports, and Tourism/Department of Culture and Sports must review and respond about the timeline for organizing the registration.

- Within 15 working days from the date of completing the registration procedures, the Director of the Department of Culture, Sports, and Tourism/Department of Culture and Sports issues a Registration Certificate for artifacts, antiquities, and national treasures to the owner of those items.

Rights and Obligations of Organizations and Individuals with Respect to Cultural Heritage

(1) Organizations and individuals have the following rights and obligations:

- Lawful ownership of cultural heritage;

- Visit and study cultural heritage;

- Respect, protect, and promote the value of cultural heritage;

- Promptly notify the location of discovered artifacts, antiquities, national treasures, historical-cultural sites, and scenic spots; hand over artifacts, antiquities, and national treasures found to the nearest competent state agency;

- Promptly prevent or request the competent state agency to prevent, handle acts of destruction, misappropriation, and illegal use of cultural heritage.

(2) Organizations and individuals who are owners of cultural heritage have the following rights and obligations:

- Perform the duties specified in (1)

- Implement measures to protect and promote the value of cultural heritage; promptly notify the competent state agency in case the cultural heritage is at risk of value alteration, destruction, or loss;

- Deposit intangible cultural heritage collections, artifacts, antiquities, and national treasures into state museums or competent state agencies in case they lack the conditions and capability to protect and promote the value;

- Facilitate organizations and individuals to visit, travel, and study cultural heritage;

- Perform other rights and obligations as prescribed by law.

(3) Organizations and individuals directly managing cultural heritage have the following rights and obligations:

- Protect and preserve cultural heritage;

- Implement preventive measures and promptly stop acts that harm cultural heritage;

- Promptly notify the owner or the nearest competent state agency when cultural heritage is lost or at risk of destruction;

- Facilitate organizations and individuals to visit, travel, and study cultural heritage;

- Perform other rights and obligations as prescribed by law.
