What contents are updated and posted on the National Database on Administrative Procedures in Vietnam?
According to the provisions of Article 14 of the Regulation promulgated together with Decision No. 31/2021/QD-TTg stipulating as follows:
Contents updated and posted on the National Database on Administrative Procedures
1. Decision on publication of administrative procedures and list of administrative procedures issued by competent authorities.
2. Administrative procedures falling within the scope and functions of state management and settlement by ministries, ministerial-level agencies, Vietnam Social Security, Vietnam Bank for Social Policies, and Vietnam Development Bank (hereinafter referred to as ministries and agencies), localities.
3. Online public services of ministries, agencies and localities provided on the National Public Service Portal.
4. The list of shared data is updated and posted on the National Database of Administrative Procedures mentioned in Clauses 1, 2, 3, 4, 5, 6, Article 6 of this Regulation.
Thus, the contents updated and posted on the National Database of Administrative Procedures include:
- Decision on publication of administrative procedures and list of administrative procedures issued by competent authorities.
- Administrative procedures within the scope and functions of state management, and within the scope of settlement of ministries and ministerial-level agencies, Vietnam Social Security, Vietnam Bank for Social Policies, and Vietnam Development Bank (hereinafter referred to as ministries and agencies), localities.
- Online public services of ministries, agencies and localities provided on the National Public Service Portal.
- The list of shared data updated and posted on the National Database on administrative procedures includes:
+ List of administrative procedures;
+ List of online public services;
+ List of agencies;
+ List of administrative units;
+ List of industries and fields;
+ List of results of settlement of administrative procedures.

Who is responsible for updating and posting data of administrative procedures in Vietnam?
Pursuant to Article 15 of the Regulation issued together with Decision No. 31/2021/QD-TTg as follows:
- Ministries, agencies and provincial People's Committees shall update the contents specified in Article 14 of this Regulation; connect and integrate administrative procedure data on the National Database of Administrative Procedures with the Portal, the Public Service Portal at ministerial and provincial levels, specifically as follows:
+ Ministries and ministerial-level agencies update the decision on publication and contents of administrative procedures within the scope of state management functions and the scope of settlement of ministries and agencies announced by ministers or heads of ministerial-level agencies; online public services of ministries and agencies provided on the National Public Service Portal and a shared data directory.
Offices of ministries and ministerial-level agencies (the focal point for controlling administrative procedures) assist ministers and heads of ministerial-level agencies in updating, posting or decentralizing users for affiliated departments, agencies and units; to urge, guide and inspect the update at ministries and agencies;
+ Provincial-level People's Committees shall organize to update the decision on publication and the content of administrative procedures assigned by the Law or detailed regulations in legal documents of all levels of government in the province or centrally run city;
Localize administrative procedure data according to the Decision on publication of the list of administrative procedures that fall under the handling competence of all levels of government in the provinces and centrally-run cities and have been announced and publicly posted by ministries and ministerial-level agencies on the National Database on Administrative Procedures;
Online public services of all levels of government in provinces and cities are provided on the National Public Service Portal and a shared data directory.
The Office of the Provincial People's Committee shall assist the Provincial People's Committee in updating, posting or decentralizing user rights to departments and agencies; urge, guide and check the update;
+ Vietnam Social Security, Bank for Social Policies, Vietnam Development Bank organize to update the Decision on announcement and procedures for dealing with work; The agency's online public services are provided on the National Public Service Portal and the shared data list as prescribed in Clauses 1, 2, 3, 5, 6, Article 6 of the Regulation issued together with Decision No. 31/2021/QD-TTg.
Organize the function of controlling work procedures of Vietnam Social Security, Vietnam Bank for Social Policies, and Vietnam Development Bank to help the General Director to update, post or delegate user rights for affiliated units to update, post and urge, guide and check the updating of units.
What information will be provided on the National Public Service Portal?
According to the provisions of Article 7 of the Regulation promulgated together with Decision No. 31/2021/QD-TTg stipulating as follows:
Information provided on the National Public Service Portal
1. Information on administrative procedures, online public services, decisions on publication of administrative procedures and relevant legal documents.
2. Information on instructions, questions and answers to carry out administrative procedures, online public services, and fulfillment of related financial obligations.
3. Information and notices on receipt and return of results, instructions on completing and supplementing administrative procedures, on the situation of handling administrative procedures and online public services.
4. Information on receipt and settlement of complaints in the implementation of administrative procedures and online public services by competent agencies, organizations and individuals.
5. Information on assessment of the settlement of administrative procedures and the provision of online public services; survey the satisfaction of agencies, organizations and individuals performing administrative procedures and public services online.
6. Information on reports, data and statistics related to the settlement of administrative procedures and other public services.
7. Address, phone number, email instructions of agencies, officials and civil servants competent to handle administrative procedures; information on management, management and maintenance of the Public Service Portal; Hotline information, support switchboard.
8. Information on financial obligations and payment of financial obligations through the National Public Service Portal.
9. Information about public postal services in performing administrative procedures, online public services.
10. Information about the terms of use of the National Public Service Portal.
11. Other information at the request of the Government or the Prime Minister.
Thus, the information specified above will be provided on the National Public Service Portal.
