From August 15, 2024, what are procedures for creating civil service digital signatures in Vietnam?
Based on Article 29 of Decree 68/2024/ND-CP on the procedures for creating civil service digital signatures in Vietnam:
Procedure for creating civil service digital signatures
1. Check the validity of the certificate for civil service digital signatures as provided in Article 31 of this Decree.
2. Check the validity of the certification path as provided in Article 32 of this Decree.
3. Use the corresponding secret key with the certificate of the civil service digital signature of the signing entity to create the civil service digital signature.
4. In cases where the law stipulates that data messages require a timestamp, the data message is considered compliant if it is timestamped corresponding to the created civil service digital signature; the timestamp server address is published by the organization providing the specialized digital signature certification service.
5. Display information about the civil service digital signature according to the relevant legal regulations.
Thus, from August 15, 2024, the procedures for creating civil service digital signatures in Vietnam are as follows:
(1) Check the validity of the certificate for the civil service digital signature as provided in Article 31 of Decree 68/2024/ND-CP.
Tthe validity check of the certificate for the civil service digital signature shall be performed as follows:
- The certificate for the civil service digital signature is valid when it meets the following conditions:
+ Has a valid period at the time of digital signing;
+ Suitable for the usage scope of the certificate for the civil service digital signature, the legal responsibility of the signing entity, and meets the inspection conditions in this Decree;
+ The status of the certificate for the civil service digital signature is checked as provided in Clause 2 Article 31 of Decree 68/2024/ND-CP is still active at the time of digital signing.
- Check the status of the specialized digital signature certificate for government use through the list of revoked specialized digital signature certificates (CRL) or through the online status of the specialized digital signature certificate (OCSP) published by the organization providing the specialized digital signature certification service at the time of digital signing.
(2) Check the validity of the certification path as provided in Article 32 of Decree 68/2024/ND-CP.
To be specific: the validity check of the certification path shall be performed as follows:
- Check the validity of the certificate for the civil service digital signature in the certification path as provided in Article 31 of Decree 68/2024/ND-CP, ensuring the following certificates for the civil service digital signature are valid at the time of digital signing:
+ The certificate for the civil service digital signature of the signing entity;
+ The intermediate certificate for the civil service digital signature (if any);
+ The root certificate for the civil service digital signature.
- The root certificate for the civil service digital signature in the certification path must match the root certificate for the civil service digital signature published by the organization providing the specialized digital signature certification service.
(3) Use the corresponding secret key with the certificate for the civil service digital signature of the signing entity to create the civil service digital signature.
(4) In cases where the law stipulates that data messages require a timestamp, the data message is considered compliant if it is timestamped corresponding to the created civil service digital signature; the timestamp server address is published by the organization providing the specialized digital signature certification service.
(5) Display information about the civil service digital signature according to the relevant legal regulations.

What are the contents of the certificate for civil service digital signatures in Vietnam?
Based on Article 7 of Decree 68/2024/ND-CP, the contents of the certificate for civil service digital signatures in Vietnam include:
(1) Name of the organization providing the specialized digital signature certification service.
(2) Name of the subscriber.
(3) Serial number of the certificate for the civil service digital signature.
(4) Validity period of the certificate for the civil service digital signature.
(5) Public key.
(6) Digital signature of the organization providing the specialized digital signature certification service.
(7) Restrictions on the purposes and scope of use of the certificate for the civil service digital signature.
Thus, the contents of the certificate for the civil service digital signature will include 07 aforementioned contents.
What are the conditions for issuing a new certificate for civil service digital signatures in Vietnam?
Based on Article 10 of Decree 68/2024/ND-CP, the conditions for issuing a new certificate for civil service digital signatures in Vietnam include:
- Conditions for issuing a new certificate for civil service digital signatures to individuals:
+ Must be an individual of the agencies, organizations stipulated in Article 2 of Decree 68/2024/ND-CP and have a need for electronic transactions;
+ Have a written request from the direct managing agency, organization.
- Conditions for issuing a new certificate for civil service digital signatures to agencies, organizations:
+ Must be an agency, organization with legal status as stipulated in Article 2 of Decree 68/2024/ND-CP;
+ Have a decision on establishment of the agency, organization or confirmation from the head of the superior organization;
+ Have a written request from the direct managing agency, organization.
- Conditions for issuing a new certificate for civil service digital signatures to devices, services, software:
+ Devices, services, software belong to the ownership or management of agencies, organizations with legal status as stipulated in Article 2 of Decree 68/2024/ND-CP;
+ Have a written request from the direct managing agency, organization.
Note: Decree 68/2024/ND-CP takes effect in Vietnam from August 15, 2024.
