How much is the responsibility allowance for treasurers at public service providers?
According to the regulations in Section 1 of Circular 05/2005/TT-BNV regarding the scope of application:
SCOPE OF APPLICATION:
Responsibility allowance for work applies to officials (including reserve officials), public employees, those in the probationary period, candidates belonging to the payroll of state agencies and public service providers of the State, due to the nature, characteristics of the profession or the work requiring high responsibility or undertaking management work but not holding leadership positions appointed or elected (not eligible for leadership position allowances).
In addition, according to the regulations in Section 2 of Circular 05/2005/TT-BNV on the allowance levels, the following particularly applies:

2. Targeted individuals for various responsibility allowance levels:

d) Level 4, coefficient 0.1 applies to:
Deputy head of archives, libraries, Deputy head of conservation and restoration departments in Grade II museums or higher, archive departments of the President's Residence;
Chief archives, libraries, Chief conservation and restoration departments in museums;
Deputy heads, Deputy cashiers in the State Bank and the State Treasury from central to district levels;
Teachers appointed as head of the Ho Chi Minh Young Pioneers team in Grade III general schools;
Medical officers and public employees specialized in childbirth assistance in health stations, hospitals, maternity hospitals, obstetric departments in general hospitals, and health centers;
Medical officers and public employees directly involved in drug testing;
Doctors, sports medicine technicians in sector or provincial teams involved in health monitoring and recovery for athletes;
Security staff, explosive materials warehouse keepers;
Agency, unit treasurers;
Heads of other remaining sectors.
According to the above regulations, treasurers working at state agencies are granted level 4 responsibility allowance with a coefficient of 0.1.
- Responsibility allowance calculation = Coefficient x Statutory pay rate.
- The current statutory pay rate is 1,800,000 VND/month.
Therefore, the responsibility allowance for treasurers at public service providers is 180,000 VND/month.

Where does the budget for responsibility allowance come from?
According to Section III of Circular 05/2005/TT-BNV which stipulates the following:
BUDGET AND ALLOWANCE PAYMENT METHOD
1. Budget sources for paying responsibility allowances:
For individuals in agencies and units, fully covered by the state budget, responsibility allowances are paid by the state budget according to current budget management hierarchy within the annual budget estimates allocated to the agency or unit;
For individuals in agencies applying payroll and administrative cost allocation and individuals in public service providers with financial autonomy, the responsibility allowances are paid by the agency or unit from allocated funds and self-managed financial resources.
2. Allowance payment method:
The responsibility allowance is paid together with the monthly salary and is not used for calculating and enjoying social insurance benefits;
If not performing work eligible for responsibility allowances for one month or more, the responsibility allowance is not granted.
Thus, the budget for responsibility allowances is paid by the state budget according to the current budget management hierarchy within the annual budget estimates allocated to the agency or unit.
What are the training requirements for treasurers at public service providers?
According to the Job Description for treasurer positions stipulated in Appendix 07 issued with Circular 12/2022/TT-BNV, educational standards for treasurers in state administrative agencies are specified as follows:
(1) Education level: Have degrees or training majors suitable for the field of work and job positions.
(2) Supplementary knowledge: Possess training certificates according to the job position requirements.
(3) Experience (work achievements): Meet the conditions and standards as regulated by the Government of Vietnam regarding the grade.
(4) Personal qualities:
- Absolutely loyal, trustworthy, strictly complying with the guidelines and policies of the Communist Party, state laws, and agency regulations.- High responsibility towards work, good cooperation within the team.- Honest, straightforward, determined but willing to listen.- Calm, principled, meticulous, confidentiality-oriented.- Ability to foster internal unity.- Capability to endure work pressure.- Focused, creative, independent and logical thinking.
(5) Other requirements:
- Ability to propose policies and solutions to address practical issues related to the assigned work area and the functions and tasks of the unit.- Capability to organize and implement research, conduct professional projects or subjects.- Knowledge of archives, treasuries, and development orientation.
