Scope of Medical Examination and Treatment Activities for Village and Hamlet Health Workers
Based on the provisions at Clause 2, Article 4 of Circular 27/2023/TT-BYT regarding the scope of medical examination and treatment activities for village and hamlet health workers, it includes the following:
(1) For residents in the village/hamlet:
- Detecting dangerous signs, performing initial first aid in emergency and accident situations; participating in the transfer of emergency cases;
- Initially handling and caring for some common symptoms and diseases in the community and transferring to medical facilities when necessary: cough, fever, stuffy nose, headache, stomach ache, upper respiratory tract inflammation, acute diarrhea, red-eye, flu, dengue fever, rubella, allergic dermatitis, hives, measles, mumps, hand-foot-mouth disease, and some other common diseases depending on the characteristics of each locality;
- Providing guidance and advice on some health care measures; disease prevention and control in the community;
- Participating in management, screening, counseling, and guiding health care for the elderly, disabled, mentally ill, and patients with non-communicable diseases: hypertension, diabetes, chronic obstructive pulmonary disease, asthma, and cancer.
(2) For mothers and children in the village/hamlet:
- Pregnancy care, detecting abnormal signs, initially handling, and supporting the transfer for pregnant women, mothers, and newborns;
- Handling birth for pregnant women who cannot reach a medical facility in time for delivery and reporting to the communal health station;
- Providing guidance, counseling, monitoring, and health care for mothers and newborns at home within the first 06 weeks postpartum;
- Guiding simple measures on monitoring, caring for children’s health, and preventing malnutrition for children under 16 years; participating in activities to improve child nutrition status: weighing, measuring, measuring arm circumference, charting growth for children under 05 years; advising on breastfeeding and reasonable complementary feeding policies for children;
- Distributing iron/folic acid-containing products to pregnant women, mothers, and products for preventing and treating malnutrition in children according to the communal health station’s guidelines (if any), combining guidance, checking, and monitoring at households;
(3) Managing and effectively using the village/hamlet medical bag; supporting the communal health station in guiding patients to use essential medicines safely, reasonably, and effectively.
(4) The list of technical procedures for medical examination and treatment for village and hamlet health workers is specified in Appendix No. 01 attached to Circular 27/2023/TT-BYT.

What are the latest standards for village and hamlet health workers in 2024?
Based on the provisions at Article 2 of Circular 27/2023/TT-BYT, the regulations are as follows:
Standards for village and hamlet health workers, Village Midwives
1. Professional qualifications and training: Village and hamlet health workers and Village Midwives must meet one of the following criteria:
a) Completing the training program (awarded a certificate) according to the professional and operational content specified in Article 6 of this Circular;
b) Having a professional qualification in medicine (doctor, physician, nurse, midwife) from intermediate level or higher.
2. Voluntarily participating as village and hamlet health workers or village midwives.
3. Being physically fit to perform the tasks as specified.
Therefore, based on the above regulations, the standards for village and hamlet health workers include the following:
(1) In terms of professional qualifications and training:
- Completing the training program (awarded a certificate) according to the professional and operational content specified as follows:
+ For village and hamlet health workers: the training content is specified in Appendix No. 03 attached to this Circular, and the training duration is at least three (03) months.
+ For village and hamlet health workers concurrently serving as village midwives: the training content is specified in Appendix No. 05 attached to this Circular, and the training duration is at least three (03) months.
- Having a professional qualification in medicine (doctor, physician, nurse, midwife) from intermediate level or higher.
(2) Voluntarily participating as village and hamlet health workers
(3) Being physically fit to perform the tasks as specified
What are the functions of village and hamlet health workers?
Based on the provisions at Article 3 of Circular 27/2023/TT-BYT, the regulations are as follows:
Functions of village and hamlet health workers; Village Midwives
1. For village and hamlet health workers: supporting the communal health station in performing the function of primary health care in the village/hamlet.
2. For village midwives: supporting the communal health station in performing the function of maternal and child health care in the village/hamlet.
Therefore, based on the above regulations, village and hamlet health workers have the function of supporting the communal health station in performing the function of primary health care in the village/hamlet.
