Pursuant to the provisions of Clause 3, Article 4 of Decree 146/2018/ND-CP, regulations on group of health insurance policyholders whose contributions are supported by the state budget are as follows:
Group of health insurance policyholders whose contributions are supported by the state budget
1. Members of near-poor family households defined according to the near-poor criteria under regulations of the Government and the Prime Minister.
2. Members of multidimensional-poverty family households falling into the cases specified in point a, clause 9, Article 3 hereof.
3. Pupils and students.
4. Members of family households doing business in the agriculture, forestry, aquaculture and salt industry who earn an average income in accordance with regulations of the Government and the Prime Minister.
Thus, based on the above regulations, students are eligible for state budget support for health insurance premiums.

What is the method for paying health insurance contributions for pupils and students in Vietnam?
Pursuant to the provisions of Clause 5, Article 9 of Decree 146/2018/ND-CP, the method of paying for health insurance for students is as follows:
- On a periodic basis, every 3 months, 6 months or 12 months, pupils and students, or parents or guardians thereof, shall be responsible for paying health insurance contributions on their part as prescribed in clause 2 of Article 10 of Decree 146/2018/ND-CP to social insurance agencies;
- The state budget shall give support as follows:
+ Health insurance contributions of pupils and students studying at educational institutions or vocational training establishments affiliated to ministries and central bodies shall be supported by the central budget.
On a periodic basis, every 3 months, 6 months or 12 months, provincial-level Social Insurance agencies shall make general reports on the number of health insurance cards which have already been issued, contribution amounts collected from pupils and students and contribution amounts supported by the state budget by using the Form No. 1 of the Appendix to this Decree and send them to the Vietnam Social Security so that the Vietnam Social Security prepares a consolidated report for submission to the Ministry of Finance in order to transfer the state budget’s support amounts to the health insurance package in accordance with clause 9 of this Article.
+ Health insurance contributions of pupils and students studying at educational institutions or other vocational training establishments shall be supported by the budget of the local jurisdictions where these educational entities are located, irrespective of registered permanent residences of pupils and students, including the central budget allocations (if any).
On a periodic basis, every 3 months, 6 months or 12 months, social insurance agencies shall make general reports on the number of health insurance cards which have already been issued, contribution amounts collected from pupils and students and contribution amounts supported by the state budget by using the Form No. 1 of the Appendix to this Decree and send them to the financial authority in order to transfer state budget expenditures used for supporting health insurance contributions to the health insurance package in accordance with clause 9 of this Article.
Accordingly, the method of paying health insurance for pupils and students is prescribed as above.
What is the current health insurance premium for pupils and students in Vietnam?
Pursuant to the provisions in Point 4.2, Clause 4, Article 17 of the Procedures promulgated together with Decision 595/QD-BHXH in 2017 regulating the group of students who are supported by the state budget with medical insurance premiums as follows:
Participants in health insurance prescribed in Article 12 of Law on health insurance and its instructional documents

4. Participants whose health insurance premiums are paid totally or partially by the state budget shall include:
4.1. People in near-poor households;
4.2. Children and students who are attending the educational institutions of the national educational system, including student who are studying civil major in People’s Public Security schools;
4.3. People in households engaged in agriculture, forestry, fishery and salt production with average living standards
In Clause 11, Article 18, the promulgation process attached to Decision 595/QD-BHXH in 2017 regulates the health insurance premiums payable by pupils and students who are attending the educational institutions of the national educational system, including student who are studying civil major in People’s Public Security schools as follows:

11. Health insurance premiums in the cases specified in Point 4.2 Clause 4 Article 17 is 4.5% of the statutory pay rate and paid by the insurance participants. The State may cover up to 30% of the premium.
Accordingly, pupils students who are attending the educational institutions of the national educational system, including student who are studying civil major in People’s Public Security schools, have a health insurance premium of 4.5% of the statutory pay rate and paid by the insurance participants. The State may cover up to 30% of the premium.
Pursuant to the provisions of Clause 2, Article 3 of Decree 24/2023/ND-CP, the statutory pay rate from July 1, 2023 is 1,800,000 VND/month.
Therefore, the current health insurance premiums that students must pay are as follows:
12-month health insurance premium = 4.5% x 1,800,000 VND x 70% x 12 = 680,400 VND/year.
