Objectives and Principles for Establishing and Applying Economic-Technical Norms for Foreign Language Training for Laborers Working Abroad
Article 3 of Circular 09/2023/TT-BLDTBXH stipulates the objectives and principles for establishing and applying economic-technical norms as follows:
- Economic-technical norms for foreign language training for Vietnamese laborers going to work abroad under contract is the consumption of labor, equipment, materials, and facilities to complete the training for one learner to achieve the program's objectives. The norms are calculated under conditions of a theoretical class of 35 students, a practical class of 18 students, and training time according to each specific course specified in Article 1 of Circular 09/2023/TT-BLDTBXH.
- The economic-technical norms issued in Article 1 of Circular 09/2023/TT-BLDTBXH serve as the basis for establishing and issuing the prices of foreign language training services for Vietnamese laborers going to work abroad under contract using state budget funds.
- Agencies, organizations, enterprises, and individuals subject to Circular 09/2023/TT-BLDTBXH shall apply the entire or partial norms issued with Circular 09/2023/TT-BLDTBXH based on actual requirements and conditions.

General Regulations on Economic-Technical Norms for English Training According to Circular 09/2023/TT-BLDTBXH
Appendix No. 01 issued with Circular 09/2023/TT-BLDTBXH stipulates the general regulations on economic-technical norms for English training as follows:
- Course Name: Basic English
- Training Level: Less than 3 months
- Training Period: 285 hours (Theory: 86 hours; Practice: 186 hours; Examination: 13 hours)
- Training Subjects: Laborers within working age and healthy according to regulations
- Certificate Issued upon Completion: Training Certificate
- Economic-technical norms for Basic English training denote the consumption of labor, equipment, materials, and facilities to complete the training for one learner to achieve the program's objectives.
- Economic-technical norms for Basic English training are calculated under conditions of a theoretical class of 35 students, a practical class of 18 students, and a training period of 285 hours.
- Some factors not included in the norms are equipment for management and support services for indirect laborers; norms for lighting, drinking water during training; norms for materials and fuels for periodic maintenance of equipment; overall management costs; and profit margin for training units.
- Indirect labor tasks include: organizing recruitment plans; preparing study guides; developing and implementing teaching and study plans, and facilities for teaching and learning; organizing exams and summarizing results; issuing training certificates and managing training records; settling financial accounts; archiving records.
Preparation Dossier for Laborers Going to Work Abroad
Article 18 of the Law on Vietnamese Laborers Working Abroad under Contract 2020 stipulates the preparation of labor sources as follows:
Preparation of Labor Sources
1. Service enterprises shall prepare labor sources before registering labor supply contracts when required by the foreign party receiving laborers or as per cooperation agreements with the foreign party receiving laborers and only perform this after written consent from the Ministry of Labor - Invalids and Social Affairs.
2. The preparation dossier for labor sources includes:
a) Document on preparing labor sources;
b) Copy of the proposal document or cooperation agreement with the foreign party receiving laborers accompanied by a certified Vietnamese translation; for first-time foreign partners with Vietnamese service enterprises, enclose documents proving that the competent authority of the host country allows recruiting foreign laborers;
c) Plan for preparing labor sources, clearly stating the number of laborers, time, and method of preparing labor sources;
d) Commitment to prioritize recruiting laborers already participating in the preparation process.

Thus, the preparation dossier for laborers going to work abroad is stipulated as follows:
