Hello Lawnet, I have a question as follows: In order to improve the quality of nurse midwives for better care for people's health, what are the plans of the Ministry of Health of Vietnam?

Training programs to be organized according to the standards of midwifery professional titles in order to improve the quality of people's health care services in Vietnam?

Pursuant to Section II of the Program issued together with Decision 1732/QD-BYT in 2022, the objectives of organizing a training program according to the standards of midwifery professional titles are as follows:

“II. OBJECTIVES AND REQUIREMENTS OF THE PROGRAM
1. Objectives
1.1. General objective
Equip general knowledge on state management, update and improve professional knowledge and skills in order to improve the quality of midwives to meet the standards of midwifery profession titles, contribute to care, protection and improvement of people's health.
1.2. Detail objective
After completing the program, practitioners can:
1) Analyze and apply some basic knowledge about relevant state management, professional ethics, professional skills in people's health care activities, contributing to improving the quality of the Midwives. .
2) Update necessary professional and professional knowledge and skills, associated with the duties and responsibilities of a Midwife and the requirements of the job position, to meet the assigned tasks.
3) Improve the necessary ethical qualities of Midwives, ensure the completion of people's health care, especially in maternal and newborn health care.
2. Requirements for the program
2.1. Ensure reasonableness and science among knowledge blocks, content closely follows the duties and expertise of Midwives, ensure separation with other programs and open structure for easy updating and supplementing;
2.2. Balance and reasonable between theory and practice (skill training);
2.3. Construction topics must be practical for practitioners to apply to daily work after the training.”

Accordingly, the organization of a training according to the standards of midwifery professional titles is to achieve the general and specific goals according to the above content.

What are the teaching materials of the training program in Vietnam according to the standards of midwifery professional title, knowledge, experience and practical skills?

Pursuant to subsection 1, Section VII, Program issued together with Decision 1732/QD-BYT in 2022, guiding the compilation of teaching materials in the training program according to the standards of midwifery professional titles as follows: :

“VII. REQUIREMENTS FOR DOCUMENTATION, TEACHING AND LEARNING THEMES
1. For document compilation
- Compiled documents must be based on the standards of midwifery professional titles for public employees before appointing professional titles;
- Content of the document must ensure a combination of theory and practice; knowledge, experience and practical skills; unduplicated;
- Documents must be regularly supplemented, updated and enhanced, in accordance with reality;
- Developed topics must ensure practicality; scientific content, suitable for practitioners' level and in an open and up-to-date direction on midwifery in particular and health science in general."

Accordingly, the compilation of teaching materials of the training program according to the standards of midwifery professional titles must comply with the above requirements. In which, teaching materials must combine theory and practice, experiential knowledge and practical skills.

Discussion and problem solving in skills topics to be required to strengthen when conducting refresher training according to midwifery professional title standards in Vietnam?

Pursuant to subsection 2, Section VII, Program promulgated together with Decision 1732/QD-BYT in 2022, has set forth requirements for lecturers and practitioners in the training program according to the standards of midwifery professional titles as follows:

“VII. REQUIREMENTS FOR DOCUMENTATION, TEACHING AND LEARNING THEMES
2. For teaching - learning
2.1. For lectures
- Lectures in training topics of this Program must meet the standards of lecturers as prescribed in Decree No. 101/2017/ND-CP dated September 1, 2017 on training and fostering officials. Officials, Decree 89/2021/ND-CP dated October 18, 2021 and Circular No. 01/2018/TT-BNV dated January 8, 2018 of the Ministry of Home Affairs guiding a number of articles of Decree No. 101/2017 /ND-CP dated September 1, 2017 of the Government on training and retraining of officials and public employees and current regulations;
- Use active teaching methods, the lecturer gives many case exercises, gives examples that are close to reality and suitable to the implementation of health care work of agencies and organizations;
- In class discussions, lecturers play the role of guides and suggestions to promote the practical experience and problem-solving ability of all practitioners; Direct and control so that the discussion content is closely related to the set learning objectives.
- For the teaching of skills topics, strengthen discussion and problem solving for discussing in class.
2.2. For practitioners
- Practitioners must research, discuss and do case studies at the request of the lecturer;
- Participate in planned learning activities, in case of missing more than 20% of the theoretical study time or failing the final exam and essay, the practitioners will not be granted a certificate.

Accordingly, practitioners and lecturers in the training program according to the standards of midwifery professional titles must satisfy the requirements according to the content mentioned above.
