On December 3, at the closing session of the XIII Congress of the Vietnam Trade Union (term 2023 - 2028), Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong reported the results of the first meeting of the Executive Committee of the XIII Vietnam General Confederation of Labor term.
At the first meeting, the Executive Committee elected the President of the XIII Vietnam General Confederation of Labor, the Vice Presidents of the XIII Vietnam General Confederation of Labor, members of the Inspection Committee of the XIII Vietnam General Confederation of Labor, and members of the Presidium of the XIII Vietnam General Confederation of Labor.

Duties and powers of the Vietnam General Confederation of Labor as stipulated
At Article 23 of the Charter of the Vietnam Trade Union issued together with Decision 174/QD-TLD in 2020, the duties and powers of the Vietnam General Confederation of Labor are stipulated as follows:
- Decide the programs and contents of union activities to implement the resolutions of the Vietnam Trade Union Congress and the resolutions of the Communist Party of Vietnam; direct and guide the activities of union levels. Propagate the guidelines and directions of the Communist Party, policies, laws of the State, and the tasks of the union organization. Direct the research on union theories, summarize practical experiences on the working class and union activities.
- Participate in state management, socio-economic management; participate in policy-making, law-making, and inspection, examination, supervision of the implementation of policies and laws related to socio-economics, labor, employment, wages, social insurance, health insurance, occupational safety and health, and other laws related to workers and the union organization, rights, and obligations of workers according to law; organize and manage research on labor, unions, occupational safety and health; participate in committees, councils, national steering committees on issues related to workers.
- Cooperate with Communist Party agencies, state agencies, and enterprises in training and raising the cultural, political, professional, vocational level for union members and workers to meet the requirements of the industrialization and modernization of the country. Coordinate with state management agencies, the Vietnam Fatherland Front, and central mass organizations to organize patriotic emulation movements, social supervision, social criticism, and social activities among union members and workers.
- Decide directions and measures on organizational and personnel work; build the organizational structure, set standards for union positions, plan, train, foster, manage, arrange, use and implement policies on specialized union staff according to the management hierarchy.
- Guide and direct activities representing, taking care of, and protecting union members and workers, patriotic emulation movements, and cultural, sports, and tourism activities of unions at all levels.
- Expand international cooperation with trade unions of other countries and international organizations according to the foreign policies of the Communist Party and the State.
- Exercise the right, responsibility to manage and use assets; guide and direct the management of finance, assets, and economic activities of unions; approve annual financial statements according to state law.
Current organization system of trade unions at all levels
At Article 7 of the Charter of the Vietnam Trade Union issued together with Decision 174/QD-TLD in 2020, the organization system of trade unions at all levels is stipulated as follows:
- Central level: Vietnam General Confederation of Labor (referred to as the General Confederation).
- Provincial and central sectoral level include: Provincial and city labor unions under central management; central sectoral unions and equivalents.
- Above grassroots level include:
+ District-level labor federations: district, district-level town, city under province labor unions (referred to as district-level labor federations).
+ Local sectoral unions.
+ Unions of industrial zones, export processing zones, economic zones, high-tech zones (referred to as unions of industrial zones).
+ Corporation unions.
+ Other above-grassroots level unions.
- Grassroots level include: Grassroots unions, grassroots professional unions (referred to as grassroots unions).
