- Ensuring the safety of users;

- Ensure timely access to medicines for people;

- Be suitable for the actual use and supply of drugs in Vietnam;

- In harmony with the principles and regulations in the classification of toxic drugs and toxic medicinal ingredients of countries in the region and the world;

- Based on the approved drug instruction sheet, the National Pharmacopeia of Vietnam, the world drug database, articles published in scientific journals, and other relevant documents.

Therefore, when making a list of toxic drugs, toxic ingredients for making drugs must comply with the above principles.

Criteria for determining drugs and medicinal ingredients to be included in the list of toxic drugs and toxic medicinal ingredients in Vietnam?

Pursuant to Clause 2, Article 2 of Circular 06/2017/TT-BYT stipulating the criteria for selecting drugs and medicinal ingredients into the list of toxic drugs and toxic medicinal ingredients:

Drugs and medicinal ingredients shall be considered for selection into the List of toxic drugs and toxic medicinal ingredients in case they pose a risk of causing one or more of the following possibilities in humans:

- Carcinogenicity;

- Potential for fetal or neonatal malformations (Teratogenicity) or developmental toxicity;

- Reproductive toxicity;

Organ toxicity at low doses;

- Genotoxicity.
