After a period of outbreak of the Covid-19 disease and many provinces and cities having to implement social isolation measures to cope with the pandemic, the epidemic is now under control nationwide. Now, the rate of people being vaccinated against Covid-19 has increased with vaccine coverage nationwide. Therefore, in order to create conditions to promote economic and social development, the Government and the Ministry of Health of Vietnam have issued directives on flexibly adapting in the management and control of the Covid-19. On June 2, 2022, the Ministry of Health of Vietnam issued Official Dispatch 2860/BYT-DP guiding the continued implementation of Covid-19 prevention and control work for people on entry. Accordingly, the Ministry of Health of Vietnam has proposed to the Departments of Health of the provinces and centrally-run cities:

"1. Strictly implementing Official Dispatch 416/CD-TTg dated May 13, 2022 of the Prime Minister on the suspension of the requirement to test for SARS-CoV-2 virus for people entering the country before entering Vietnam; Official Dispatch No. 2118/BYT-DP dated April 26, 2022 of the Ministry of Health on the temporary suspension of medical declaration at border gates for COVID-19 and Official Dispatch No. 2213/BYT-DP dated April 29/ 2022 of the Ministry of Health of Vietnam on the suspension of the application of domestic health declaration.
2. Work closely with relevant agencies to monitor and detect suspected COVID-19 cases, promptly handle them at the border gate, and closely monitor and handle outbreaks early. in the community according to regulations, do not neglect to be subjective in the prevention and control of the COVID-19 epidemic.
3. Actively advise, plan, and implement Resolution 38/NQ-CP dated March 17, 2022 of the Government promulgating the Program on COVID-19 prevention and control; review and update contingency plans to respond to enemy situations, train, train and rehearse techniques and plans to be ready to respond effectively when the epidemic has an abnormal border area.
4. Regularly inspect and supervise the implementation at the grassroots level, promptly guide and handle arising problems, or report and discuss with the Ministry of Health of Vietnam for mutual settlement.”

Accordingly, the Ministry of Health of Vietnam requires the Departments of Health to strictly implement the Official Telegram 416/CD-TTg dated May 13, 2022 of the Prime Minister, closely coordinating with relevant agencies to supervise and detect suspected cases of Covid-19 infection for timely handling measures. Previously, on May 13, 2022, the Prime Minister issued Official Telegram 416/CD-TTg with the following contents:

“In order to maintain anti-Covid measures while facilitating socio-economic recovery in accordance with the Government's Resolutions, the Prime Minister hereby requests that:
1. Covid-19 test requirements before entering Vietnam are suspended from 00:00 on May 15, 2022. The Ministry of Health shall closely monitor Covid-19 situations and promptly provide guidance on appropriate Covid-19 prevention and control.
2. The Ministry of Foreign Affairs shall request Vietnam's diplomatic missions to inform people who want to enter Vietnam of anti-covid requirements according to guidance of the Ministry of Health.
3. The Ministry of Transport shall request airlines to implement anti-covid measures on their vehicles according to guidance of the Ministry of Health.
4. Presidents of the People’s Committees of provinces and centrally affiliated cities shall strictly implement anti-covid measures in their provinces and cities according to guidance of the Ministry of Health, relevant ministries and central authorities.
5. Ministers, heads of ministerial-level agencies and Governmental agencies; Presidents of the People’s Committees of provinces and centrally affiliated cities shall keep direct implementation of anti-covid measures; carry out periodic inspections and promptly handle issues within their jurisdiction or report to competent authorities as per regulations./.”

According to the content of Official Telegram 416/CD-TTg dated May 13, 2022 of the Prime Minister, from May 15, 2022, the requirement to be tested for SARS-CoV-2 virus before entering Vietnam will be suspended temporarily. The Ministry of Foreign Affairs of Vietnam directs relevant agencies to notify those wishing to enter Vietnam to comply with requirements on Covid-19 prevention. In localities, it is necessary to strictly implement measures to prevent Covid-19 according to the guidance of the Ministry of Health of Vietnam.

Tasks and solutions to prevent Covid-19?

According to subsection 3, Section IV of the Program promulgated together with the Government's Resolution 38/NQ-CP dated March 17, 2022 stipulates:

“IV. MAJOR TASKS, SOLUTIONS
3. About medical tasks and solutions
b) Increase the supervision of COVID-19 prevention and control
- Increase the epidemiological supervision capability; synchronously implement the key supervision and regular supervision; increase the capability and application of technology and science in supervising, analyzing, and predicting epidemic situations at central and local levels.
- Closely monitor the epidemic development in the world and in the country; promptly amend, supplement, and update specialized guidelines to ensure the "Safety, Flexibility, and Effective Control of the Epidemic" precept while restoring and developing the economy.
- Flexibly perform the “ngăn chặn - phát hiện - cách ly - khoanh vùng - dập dịch” (prevention - detection - isolation - zoning - stamp out the epidemic) principle according to a scale and scope as small as possible, suitable for the development of the epidemic; flexibly apply the "5K + vắc xin, thuốc + điều trị + công nghệ + ý thức người dân + các biện pháp khác" (5K + vaccines, medicines + treatment + technology + people's awareness + other measures) anti-epidemic formula; study, assess, and rely on the epidemic situation to shift the COVID-19 prevention and control measures from infectious diseases of group A to infectious diseases of group B; agencies, organizations, and enterprises shall perform regular and periodic supervision and update and make reports on results of the assessment of infection risks.
- Appropriately, promptly, scientifically, and effectively perform the testing to detect infected cases.
- Establish an epidemiological database to serve the prediction and supervision including: (i) epidemic situations; (ii) virus supervision; (iii) treatment activities; (iv) vaccination; (v) capability and effectiveness in preventing and controlling the epidemic and effectiveness of treatment of local authorities; assessment of antibodies against SARS-CoV-2 virus; assurance of domestic and international sharing of information on epidemic supervision
…”

Accordingly, strengthening surveillance and prevention of the Covid-19 epidemic by improving the capacity of epidemiological surveillance, monitoring the evolution of the epidemic situation in the world and in the country, and flexibly implementing the principle of "prevention - detection – isolation – zoning – stamp out the epidemic”.
