According to Section III of Official Letter 4103/BTC-TCCB in 2022, regulations on exemption from foreign language exams in the exam for promotion of civil servants in Vietnam and public employees are as follows:
The deadline for closing the criteria and conditions to be exempted from foreign language exams is until June 30, 2022, specifically the following cases are exempted from foreign language exams:
- civil servants in Vietnam and public employees have less than 05 years of service by the month of full retirement age.
- Having a certificate of ethnic minority language or being an ethnic minority person working in an ethnic minority area.
- Having a diploma in a foreign language major with the same training level or at a higher level of training than the professional training level specified in the standards of the civil servant/administrative officer rank. .
- Having a diploma as required by the training level or at a higher training level than the professional training level specified in the standards of the exam grade granted and recognized by a foreign institution. in Vietnam according to regulations (for civil servants) studying abroad or studying in a foreign language in Vietnam, recognized by a competent authority (for public employees)

The deadline for closing the criteria and conditions to be exempted from the foreign language and informatics exam is until June 30, 2022, specifically the following cases are exempted from the computer exam:
- Exemption from the computer exam: have a diploma from intermediate or higher in the majors related to informatics, information technology.
How do I apply for an exam registration for civil servants in Vietnam and public employees to participate in the civil service promotion exam?
According to Section IV of Official Dispatch 4103/BTC-TCCB in 2022, regulating the application for exam registration for civil servants in Vietnam and public employees taking the exam to raise the rank of civil servant or public employee:
(1) Information declaration sheet for administrative officer promotion and promotion (Form 01 attached).
(2) A curriculum vitae certified by the agency employing the civil servant, made within 30 days up to June 30, 2022.
+ For civil servants in Vietnam: Form No. 02/2008-BNV Curriculum vitae of cadres and civil servants issued together with Decision No. 02/2008/TT-BNV dated October 6, 2008 of the Ministry of Home Affairs.
+ For public employees: Form HS02-VC/BNV issued together with Circular No. 07/2019/TT-BNV dated June 1, 2019 of the Ministry of Home Affairs.
(3) Comments and evaluations of the head of the agency employing civil servants and public employees on the criteria and conditions for exam registration as prescribed (Form No. 02 attached).
(4) A certified copy of a university degree or higher with a training discipline or major relevant to the industry or field of work.
(5) A certified true copy of the certificate of state management professional training corresponding to the standards and conditions for taking the exam for rank promotion and promotion in Sections I and II of this Official Letter.
(6) Documents proving that during the time of holding the rank of expert and equivalent, participating in the development and appraisal of at least 01 legal document or scientific research topic, scheme, project or program from grassroots level or higher that the agency employing civil servants assigned to preside over the research and construction has been promulgated or accepted by a competent authority (for the competition to raise the rank to chief specialist). Documents proving that during the time of holding the rank of administrative officer, expert and equivalent, has chaired or participated in research and development of topics, schemes, projects, scientific research programs, legal documents Laws, professional documents, technical improvement initiatives in industries, fields, agencies and working units certified by the head of the agency or unit managing public employees (for civil servant promotion contests) administrative to the main expert).
(8) A copy of the decision on appointment to the rank of civil servant/class of administrative officer; For candidates who have a process of transferring, please submit a full copy of the Decision on transferring.

Note: To facilitate the review of records, it is recommended that civil servants and officials who register for the exam arrange the documents in the order mentioned above.
Each civil servant's application for the exam shall be put in a separate envelope with dimensions of 250x340x5mm (as prescribed in Point a, Clause 1, Article 1 of Decision No. 06/2007/QD-BNV dated 18/6// 2007 by the Minister of Home Affairs on the promulgation of the composition of cadre and civil servant records and the form of management of cadre and civil servants records.
