How many rounds are there in the 2024 military service health check-up?
According to the provisions of Articles 5 and 6 of Joint Circular 16/2016/TTLT-BYT-BQP, the military service examination is conducted in two rounds: Pre-screening and Detailed Examination.
The 2024 military service health check-up is conducted in two rounds with the following contents:
Round 1: Pre-screening for military service health check-up:
- The pre-screening health check is conducted by the Commune Health Station under the professional and technical guidance of the District Health Center.
- Based on the recruitment plan and the local Military Service Council's selection and enlistment call, a list of citizens in the area who are called for military service health check-up is made.
- Organizing the pre-screening health check with the following contents:
+ Detect cases lacking physical fitness, deformities, abnormalities, and diseases exempt from military service registration;
+ Collect personal and family medical history.
- Completing and confirming the personal medical history and information of citizens called for military service health check-up as per Section I, Form 2, Appendix 4 issued together with Joint Circular 16/2016/TTLT-BYT-BQP.
- Making a list of citizens with diseases listed in the Exemption from Military Service Registration category according to Table 3, Appendix 1 issued together with Joint Circular 16/2016/TTLT-BYT-BQP, and reporting to the Commune Military Service Council;
- Compiling, statistically recording, and reporting the pre-screening health check results according to Form 2 and Form 5b, Appendix 5 issued together with Joint Circular 16/2016/TTLT-BYT-BQP.
Round 2: Military service health check-up:
- The District Military Service Health Examination Council includes: doctors, medical staff from the District Health Center, specialized staff from the Health Department, military medics from the District Military Command, and related units.
- Creating a list of subjects being the citizens called for enlistment who have passed the pre-screening health check in the managed area;
- Informing the time and location for the health examination;
- Organizing the health examination with the following contents:
+ Physical examination: During the physical check, the examinee must remove hats/caps, shoes, or sandals (barefoot, bare head): If male, they must undress down to shorts. If female, they should wear long pants and thin tops.
++ Height measurement: The person being measured must stand straight, with heels touching each other, arms hanging naturally, eyes looking horizontally.++ Chest circumference measurement (for males): The measuring tape should go across the chest through the nipples in front and the lower edge of the shoulder blades behind. The person must breathe normally during the measurement.
+ Eye examination: The person being examined must cover one eye with a hard piece of cardboard (not with a hand) and read both eyes open (one eye open behind the cardboard). The distance from the chart to the standing position of the reader is 5 meters.
+ Dental examination: Checking for caries, missing teeth, and other oral diseases.

+ ENT (Ear, Nose, Throat) examination: Hearing test (whispered and regular speech), checking for vertigo, chronic pharyngitis.
+ Psychiatric and neurological examination: Checking for sweaty palms, feet (divided into degrees: mild, moderate, severe), muscular diseases, myasthenia, muscle spasms.
+ Internal medicine examination: Checking for diseases like hypertension, cardiovascular issues. Also examining for diseases such as colonic, rectal diseases; liver conditions; bronchial diseases...
+ Dermatological examination: Checking for skin diseases like fungal infections, nail fungus, vesicular skin diseases. Additionally, checking for sexually transmitted diseases like syphilis I, II, III...
+ Surgical examination: Citizens will be examined individually in a well-lit area, each required to bend over, self-expand the anus, and strain hard. This method is used to check for hemorrhoids. Other surgical checks include varicocele, flat feet.
+ Gynecological examination: Gynecological examination must meet the following requirements:
The examination room must be private and serious.
During the gynecological check, efforts should be made to have female specialists perform the examination. For young women whose hymen remains intact, only abdominal palpation is performed; no speculum or vaginal examination is done, except for necessary cases through the rectum. For women with a previously torn hymen, suspected gynecological diseases are examined with instruments through the vagina for diagnosis.
If no specialist gynecologist is available, a replacement surgical doctor can be appointed, but a female staff must be present. Medical assistants are not used for examinations or disease classification.

What is the penalty for not attending the 2024 military service health check-up?
According to the provisions of Clause 8, Article 1 of Decree 37/2022/ND-CP amending and supplementing Article 6 of Decree 120/2013/ND-CP stipulates as follows:
Violations of regulations on health check-up for military service
1. A fine ranging from 10,000,000 VND to 12,000,000 VND shall be imposed for failing to appear at the specified time or place for the health check-up as per the call for health examination or check-up for military service by the Commander of the District Military Command without a valid reason.
2. A fine ranging from 12,000,000 VND to 15,000,000 VND shall be imposed for intentionally not receiving the call for health check-up for military service by the Commander of the District Military Command without a valid reason.
3. A fine ranging from 15,000,000 VND to 20,000,000 VND shall be imposed for any of the following acts:
a) The person being examined engages in fraudulent actions that distort their health classification results to evade military service;
b) Offering money, property, or other material benefits worth less than 2,000,000 VND to medical personnel or others to distort the health classification results to evade military service.
4. A fine ranging from 25,000,000 VND to 35,000,000 VND shall be imposed for not complying with the call for health check-up for military service.
Persons who fail to appear at the specified time or place mentioned in the health check-up call or health examination for military service by the District Military Command’s Commander without a valid reason shall be fined from 10,000,000 VND to 12,000,000 VND.
What are the policies for citizens during the military service registration period?
Article 49 of the Law on Military Service 2015 stipulates the policies for citizens during the military service registration period:
- Citizens employed in agencies or organizations during the period of military service registration, health check-ups shall be paid their full salary, travel expenses, and existing allowances.
- Citizens attending military service registration, health check-ups shall be provided with accommodation, meals, and travel expenses during the registration, health check-up period.
