b) Having foreign language proficiency level 4 (B2) or higher as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training promulgating the 6-level foreign language competency framework for Vietnam;
c) Having a computer skill that meets basic information technology skills standards as prescribed in the Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications providing technical standards. ability to use information technology;

Circular 03/2022/TT-BYT, issued on April 26, 2022 and effective from June 10, 2022, has revised the standards of senior doctors in Clause 1, Article 1 of Circular 03/2022/ TT-BYT as follows:
“Article 1. Amendments and supplements to a number of articles of Joint Circular No. 10/2015/TTLT-BYT-BNV dated May 27, 2015 of the Minister of Health and the Minister of Home Affairs stipulating codes, professional title standards doctor, doctor of preventive medicine, physician
1. To amend and supplement Clause 2, Article 4 as follows:
"2. Standards of qualifications for training and retraining
a) Graduating from a level II specialist doctor or a doctorate in medicine (except for preventive medicine); Level II specialist or doctorate in Dentistry - Jaw - Facial.
b) Possessing a certificate of training according to the professional title standards of a doctor or a practicing certificate of medical examination and treatment (used for doctor titles).”

b) Having foreign language proficiency level 3 (B1) or higher as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training promulgating the 6-level foreign language competency framework used for Vietnam or have a certificate of ethnic language for the job position that requires the use of ethnic language;
