If the vaccination situation does not improve, it will not be possible to achieve the goal directed by the Prime Minister in the Meeting Notice No. 114/TB-VPCP dated April 15, 202 which is "Completing the 3rd dose vaccination for human need vaccination in the second quarter of 2022” and “Complete the 2nd injection for children from 5 to under 12 years old in the second quarter of 2022 for those who need to be vaccinated so that they can go to school safely during the summer school months and start safe new school year in September 2022”.
- According to the report of the Central Institute of Hygiene and Epidemiology, the number of vaccines that have been decided on distribution currently exists in many routes (about 8.8 million doses in the region and 2.7 million doses in the province), along with With the number of vaccines stored at the national level, there is a high risk of excess and expiration, which must be canceled if localities do not step up to receive vaccines and deploy vaccinations."
Thus, in the past time, vaccination for people aged 12 years and over can be considered as having completed the basic dose, but it is still necessary to increase the rate of booster dose. For children from 5 to under 12 years old, the rate of 1st and 2nd injection is not high.

Increase vaccination against Covid-19 in Vietnam for children from 12 to 17 years old?
As discussed above, the primary dose of 12 to 17 year old children is basically considered complete and the booster dose needs to be promoted more. Up to now, the rate of 1st injection for children from 12 to 17 years old is 100% and the rate of 2nd injection is 97%. Therefore, the Ministry of Health has issued Official Letter 3181/BYT-DP in 2022 guiding the booster dose of COVID-19 vaccine for children from 12 years old to 17 years old with the following contents:
"first. Departments of Health of provinces, cities and units:
a) Continue to urgently deploy the 3rd dose of COVID-19 vaccine for people aged 18 years and older, ensuring completion in the second quarter of 2022 under the direction of the Government.
b) Accelerate the progress of vaccination against COVID-19 for children from 5 to under 12 years old, ensure safety and effectiveness and complete vaccination for eligible children in the second quarter of 2022 under the direction of the Ministry of Health. Government.
c) A booster dose (3rd dose) of COVID-19 vaccine for children:
- Subjects of injection: Children from 12 years old to 17 years old have had enough basic dose
- Vaccines used: Pfizer's vaccines have been approved by the Ministry of Health for use in this age group.
- Dosage: 0.3 ml dose is similar to the basic dose of people aged 12 years and older
- Gap: At least 5 months after the last dose of the basal dose
- People who already have COVID-19 should delay 3 months after contracting COVID-19 and ensure that the interval from the last dose of the basic dose is at least 5 months.
3. Implementation organization:
- The Department of Health advises the Chairman of the Provincial People's Committee to decide on the subjects of injection in accordance with the actual situation and requirements for epidemic prevention and control in the area, to develop a plan and prepare the necessary conditions for the implementation of the vaccine. Declaring the 3rd injection for children from 12 years old to 17 years old.
- The Department of Health proposed the demand for 3rd dose vaccination for children from 12 to 17 years old and sent it to the Institute of Hygiene and Epidemiology, Pasteur Institute according to the management zone before June 20, 2022. The Institutes of Hygiene and Epidemiology, the Pasteur Institute will send it to the Central Institute of Hygiene and Epidemiology before June 25, 2022 to synthesize and propose the number of vaccines.
- The Central Institute of Hygiene and Epidemiology fully and promptly distributes COVID-19 vaccines to units and localities to deploy vaccination.
- Institutes of Hygiene and Epidemiology, Pasteur Institute: develop guidelines for booster doses of COVID-19 vaccine for children from 12 to 17 years old, organize training for vaccination facilities nationwide and guide providing professional guidance and technical support to localities in the implementation of vaccination.”
Thus, the strengthening of booster vaccination against Covid-19 for children from 12 to 17 years old is carried out according to the above guidance.
Ensuring safety in vaccination against Covid-19 for children from 5 to under 12 years old?
Previously, the Ministry of Health had issued Official Letter 586/KCB-NV in 2022 guiding on strengthening the safety of vaccination against Covid-19 for children from 5 to under 12 years old with the following contents:
"first. Urging vaccination facilities to strictly implement regulations on pre-vaccination screening for children according to Decision 2470/QD-BYT dated June 14, 2019 of the Minister of Health on Guidelines for medical examination and treatment. pre-vaccination screening and Decision No. 5002/QD-BYT dated October 29, 2021 on the issuance of Guidelines for amending and supplementing the Guidelines for pre-vaccination screening for COVID-19 vaccine for children and professional guidance on troubleshooting after vaccination by the Ministry of Health.
2. Arrange a standing team for first aid, prepare enough equipment, emergency medicine, reserve emergency beds at medical examination and treatment establishments to be ready to support vaccination points and handle timely and referral for treatment of post-injection reactions.”
Accordingly, the work to ensure the safety of the Covid-19 vaccine for children from 5 years old to under 12 years old is carried out according to the above guidance.
