What are the forms of organizing a session of the National Assembly?

Based on Article 6 of Resolution 31/2023/UBTVQH15, the forms of organizing a session of the National Assembly include:

- The form of in-person meeting is conducted with the direct participation of all National Assembly delegates at one location.

- The form of online meeting is conducted through a video conferencing system between the main speaking point in Hanoi and other points in provinces and centrally-governed cities. The Standing Committee of the National Assembly determines the number of points; the provinces and centrally-governed cities with points; the location of the points; and the National Assembly delegations participating at each point.

Based on practical situations, the Secretary General of the National Assembly - Head of the Office of the National Assembly advises the Standing Committee of the National Assembly to decide on organizing online meetings in other manners.

- The form of combining in-person meetings with online meetings is conducted in cases where the session consists of rounds organized in the form of in-person meetings and rounds organized in the form of online meetings.

Responsibilities of the Head of the National Assembly Delegation in preparation for organizing online sessions?

According to the provisions of Article 9 of Resolution 31/2023/UBTVQH15, the responsibilities of the Head of the National Assembly Delegation in preparation for organizing online sessions are as follows:

- The Head of the National Assembly Delegation has the following responsibilities:

+ Send the list of National Assembly delegates registering to attend the point where their Delegation will participate to the Secretary General of the National Assembly to report to the Standing Committee of the National Assembly no later than 1 day before the online session starts;

+ Organize and manage the activities of the National Assembly Delegation at the point where their Delegation attends, in compliance with the Rules of Procedure of the National Assembly sessions and other related regulations;

+ Decide on the list of invited attendees at the point where their Delegation participates according to regulations, suitable to the content and guaranteed conditions at the online meeting point;

+ Coordinate with the Head of the National Assembly Delegation assigned to manage the point to establish a list of invited attendees at that point in cases where there are multiple National Assembly Delegations participating in the session at one point.

- The Head of the National Assembly Delegation of the province or centrally-governed city where there is an online meeting point is responsible for directing the Office of the National Assembly Delegation and the People's Council of the province or centrally-governed city to cooperate with the Office of the National Assembly and other relevant agencies in preparing a suitable online meeting room, ensuring infrastructure, equipment, security, safety, and other conditions for National Assembly delegates to participate in the session at that point.

- In cases where there are multiple National Assembly Delegations participating in the session at one point, the Standing Committee of the National Assembly assigns 01 Head of the National Assembly Delegation to manage that point.

Which authority decides the attendance of National Assembly delegates at the online meeting points?

According to the provisions of Article 7 of Resolution 31/2023/UBTVQH15 regarding this matter:

Attendance of National Assembly delegates at online meeting points

1. National Assembly delegates attend the session at the points according to the decision of the Standing Committee of the National Assembly, except as provided in clauses 2 and 3 of this Article.

2. National Assembly delegates who regularly work in Hanoi attend the session at the main point in Hanoi, unless the Standing Committee of the National Assembly decides otherwise.

3. During the time of organizing the session in the form of an online meeting, National Assembly delegates who are sent on business trips and cannot attend the session at the point as decided by the Standing Committee of the National Assembly can attend at the point where they work or the nearest point to their work location. No later than 2 days before the expected change of the meeting point, National Assembly delegates must register the change of meeting point with the Secretary General of the National Assembly to report to the Chairman of the National Assembly for decision, while also notifying the Head of the National Assembly Delegation where they are active and the Head of the National Assembly Delegation where the expected point is located.

Thus, National Assembly delegates attend the session at the points according to the decision of the Standing Committee of the National Assembly, except in 2 cases:

- National Assembly delegates who regularly work in Hanoi attend the session at the main point in Hanoi, unless the Standing Committee of the National Assembly decides otherwise.

- During the time of organizing the session in the form of an online meeting, National Assembly delegates who are sent on business trips and cannot attend the session at the point as decided by the Standing Committee of the National Assembly can attend at the point where they work or the nearest point to their work location.

No later than 2 days before the expected change of the meeting point, National Assembly delegates must register the change of meeting point with the Secretary General of the National Assembly to report to the Chairman of the National Assembly for decision, while also notifying the Head of the National Assembly Delegation where they are active and the Head of the National Assembly Delegation where the expected point is located.
