- The citizen presents their electronic-chip-embedded Citizen Identity Card, provides information on their phone number or email address, and requests the addition of information to be integrated into the electronic identification account.
- In the case where the citizen has not been issued an electronic-chip-embedded Citizen Identity Card: the citizen prepares the application and simultaneously performs the procedure “Register for a level-2 electronic identification account for Vietnamese citizens” along with the procedure for issuing the Citizen Identity Card at the competent Police authority as prescribed.

Step 3: The receiving officer inputs the citizen's information into the electronic identification and authentication system; takes a portrait photo, collects the citizen's fingerprints for authentication with the citizen identity database, confirms the agreement to register and create the electronic identification account; prints the receipt of application and schedules the result return date.
Step 4: The electronic identification management agency notifies the registration result via the VNeID application or SMS or email.
Application reception time: Office hours on working days from Monday to Friday and Saturday mornings weekly (except for holidays as prescribed by law).
