What are the requirements for implementing a certificate of training in customs declaration for retired civil servants in Vietnam?
A customs employee must be a Vietnamese citizen who fully satisfies the requirements in Clause 2, Article 20 of the 2014 Law on Customs in Vietnam as follows:
- Obtain at least a collegiate degree in economics, law or technique;
- Obtain a certificate of training in customs declaration;
- Obtain customs employee’s code granted by a customs office.
Pursuant to the guidance in Section 2, Part 2 of Decision 40/QD-BTC in 2023, a customs examiner holding the rank of customs inspector shall be granted a certificate of training in customs declaration with the following conditions:
- The customs examiner holding the grade of customs inspector has 09 years of continuous work or the main inspector or senior inspector after changing jobs, retirement or resigning (excluding disciplinary cases forcing dismissal) is granted a certificate of training in customs declaration within 03 years from the date of decision to change job, or retire or resign.

- An application form for a certificate of training in customs declaration, made according to form No. 11 of Circular 79/2022/TT-BTC dated December 30, 2022 of the Ministry of Finance: 01 original;

- One (01) 3x4 color photo taken within 06 (six) months up to the time of submission of the application with full name and year of birth clearly written on the back of the photo.

What are the procedures for issuance of a certificate of training in customs declaration for retired civil servants in Vietnam?
Procedures for issuance of a certificate of training in customs declaration to customs examiners who have changed jobs, retired or resigned are regulated in accordance with the guidance in Section 2, Part 2 of Decision 40/QD-BTC in 2023:
- Step 1: Submit an application for a certificate of training in customs declaration:
Customs examiners, after changing jobs, retiring or retiring, who wish to issue a certificate of training in customs declaration, shall make a dossier of application for a certificate of training in customs declaration and send it to the General Department of Customs.
- Step 2: Issuing a certificate of training in customs declaration:
The General Department of Customs shall receive and check the dossiers and conditions according to regulations and issue the Certificate of Professionalism in customs declaration or give a written reply clearly stating the reason in case of ineligibility.
- Time limit for settlement:
05 working days from the date of receipt of the written request for issuance of the Certificate of training in customs declaration.
