Pursuant to Article 17 of Circular 33/2017/TT-BGDDT (amended by Clause 8, Article 1 of Circular 05/2022/TT-BGDDT), the application for textbook appraisal includes:

A dossier of application for appraisal of textbooks (hereinafter referred to as dossiers) for the first time is made into a set, including:

An application for textbook appraisal (hereinafter referred to as “the application”) consists of:

- The application form.

- The sample textbook.

- Descriptions of the sample textbook, including:

+ The name of the textbook;

+ Assign tasks and responsibilities of the editor-in-chief, the editor (if the book has a chief editor or editor), the author;

+ Purposes, objectives and scope of the textbook;

+ Structure, content of the textbook;

+ The progress and result of pilot application;

+ The organization of collecting opinions and absorbing comments and evaluation of textbook templates from teachers, education administrators, scientists, and educators knowledgeable about general education;

+ Other relevant information (if any).

- Academic credentials of the authors, editors, chief editor (if any).

The application for re-appraisal consists of:

- The revised sample textbook;

- The report on consenting or dissenting opinions about the Council’s conclusion.

What are the procedures for processing applications for textbook appraisal in Vietnam?

Pursuant to Article 20 of Circular 33/2017/TT-BGDDT (amended by Clauses 3 and 4, Article 1 of Circular 23/2020/TT-BGDDT) stipulating the procedures for processing applications for textbook appraisal follows:

- The textbook appraising unit shall submit the application for textbook appraisal to the Ministry of Education and Training of Vietnam.

- The Ministry of Education and Training of Vietnam shall receive dossiers to organize the appraisal of textbooks at most 02 (two) times in a year; in each assessment, a textbook sample is evaluated at most 02 (two) rounds, each round is at most 05 (five) days.

- Within 20 working days from the date of receipt of the valid application, the textbook appraising unit shall compile a list of members of the Council and submit it to the Minister of Education and Training for establishment of the Council.

- The Ministry of Education and Training of Vietnam shall convene the first meeting of the Council. The chairperson of the Council shall manage the activities of the Council in accordance with the regulations of this Circular.

- The chairperson of the Council shall send the Council’s report on the textbook appraisal to the textbook appraising unit.

- Depending on the result of appraisal, the textbook appraising unit shall:

+ If the result is “satisfactory”, complete the application, prepare a textbook appraisal report and a draft decision and submit them to the Ministry of Education and Training for approval.

+ If the result is “partially satisfactory” in the first round of evaluation, the appraisal organization shall submit a written notice to the Minister of Education and Training to the applicant unit. The textbook appraisal proposal shall amend and supplement the dossier and send it to the Ministry of Education and Training of Vietnam for re-appraisal according to the provisions of Clause 2, Article 17 of Circular 33/2017/TT-BGDDT.

The maximum time for editing and supplementing the dossier is 30 days, counting from the date of issuing the notice of appraisal results of the appraisal organization.

+ If the result is “unsatisfactory”, in the first round of evaluation, "unsatisfactory" or "partially satisfactory" in the second evaluation round, the appraisal organization shall notify report the assessment results to the unit requesting the evaluation of textbooks.

If the organization or individual wishes to continue compiling textbooks, the textbook template must be rebuilt to organize the evaluation, like the first evaluation.

Which unit has the authority to organize the textbook appraisal in Vietnam?

Pursuant to Article 19 of Circular 33/2017/TT-BGDDT as amended by Clause 10, Article 1 of Circular 05/2022/TT-BGDDT stipulating as follows:

Appraising units
1. Textbook appraising unit is a unit under the Ministry of Education and Training, assigned by the Minister of Education and Training.
2. Appraising units shall take charge and cooperate with relevant agencies in assisting the Minister of Education and Training in organizing textbook appraisal by performing the following tasks:
a) Propose the list of members of the Council;
b) Plan budget and prepare facilities for the Council’s operation;
c) Receive and transfer copies of sample textbooks to every member of the Council; receive applications and reports, proposals of the Council and submit them to the Minister of Education and Training;
d) Request the Minister of Education and Training to consider granting approval for textbooks;
dd) Retain sample textbooks, minutes of meetings of the Council and other documents relating to the textbook appraisal and transfer them to the archiving unit of the Ministry of Education and Training in accordance with regulations.
3. Textbook appraisal organization assists the Minister of Education and Training in supervising the process of organizing the compilation and editing of textbooks by organizations and individuals according to the provisions of Article 9 of this Circular.

Thus, textbook appraising unit is a unit under the Ministry of Education and Training, assigned by the Minister of Education and Training.
