What does the content of confirming information on residence include?

Based on the provisions of Clause 9, Article 1 Circular 66/2023/TT-BCA amending Article 17 Circular 55/2021/TT-BCA, the content of confirming information on residence includes:

- Information about the current residence, previous residences,

- The duration of residence at each place, the form of residence registration,

- Other residence information available in the Residence Database, National Population Database.

The confirmation of residence information is valid for 01 year from the date of issuance. If there are changes or adjustments in the citizen's residence information that are updated in the Residence Database, the confirmation of residence information becomes invalid from the time of change or adjustment.

Guidelines for writing Form CT01, Declaration of change of residence information starting from 2024?

The latest Form of Declaration of Change of Residence Information (Form CT01) is the form issued together with Circular 66/2023/TT-BCA applied from January 1, 2024.

You can refer to the way to write the Form of Declaration of Change of Residence Information as follows:

(1) Greeting section and personal information:

Greeting section: Write the name of the residence registration authority.

Based on Clause 4, Article 2 of the Law on Residence 2020 with contents as follows:

The residence registration authority is the direct residence management agency performing the registration of residence of citizens, including commune-level police, district-level police where there's no commune-level administration.

Personal information

- Surname, middle name, and first name:

Write in uppercase or lowercase letters, with full accents (write the correct surname, middle name, and first name as in the birth certificate) of the person who has changed residential information.

Example: NGUYEN VAN A

- Date, month, year of birth:

Enter the date, month, and year of birth according to the Gregorian calendar and corresponding with the birth certificate of the person having changed residential information. Note: write 02 digits for the date of birth, 02 digits for the months of birth which are month 01 and month 02, and 04 digits for the year of birth.

Example: 12/18/2001

- Gender:

Record the gender of the person having changed residential information as "Male" or "Female".

- Personal identification number:

Write the complete personal identification number (Citizen ID number).

- Contact phone number:

Enter the mobile phone number or landline currently in use.

- Email:

Record the email address to be contacted (optional, if available)

- Surname, middle name, and first name of the householder:

Write in uppercase or lowercase letters, with full accents (write the correct surname, middle name, and first name as in the birth certificate) of the householder.

- Relationship with the householder:

+ If registering for permanent residence, temporary residence based on having legal accommodation, belonging to yourself, or being lent or rented accommodation by the householder:

Write as the householder, i.e., register yourself as the householder.

+ If registering for permanent residence, temporary residence based on the householder’s agreement to allow registration or temporary stay:

Write the actual relationship with the householder. Example: Wife, biological child, son-in-law, niece/nephew, or staying, borrowing, renting, co-staying, co-renting, co-borrowing...

+ If changing or confirming residential information (e.g., changing place of residence; adjusting personal information; splitting household; deleting permanent residence registration, temporary residence registration, or confirming previously registered permanent residence...)

Write the relationship with the householder according to the information declared in the National Database on Residence or according to the household registration book, temporary residence book.

- Personal identification number of the householder:

Enter the complete personal identification number (Citizen ID number) of the householder.

- Household members changing along with the householder: Fill in the information similarly to the householder.

(2) Request content:

Enter clearly and specifically the request content.

Example: Register for permanent residence; register for temporary residence; split household; confirm residence information...

(3) Opinion of the householder:

Applied in cases specified in Clauses 2, 3, 5, 6 of Article 20; Clause 1 of Article 25; Point a, Clause 1 of Article 26 of the Law on Residence 2020.

The householder's opinion is obtained by the following methods:

- The householder clearly records the content of agreement and signs, writes their full name on the Declaration.

- The householder confirms the content of agreement via the VNeID application or other online public services.

- The householder has a separate document clearly stating the content of agreement (this document does not need to be notarized).

(4) Opinion of the owner of legal accommodation:

Applied in cases specified in Clauses 2, 3, 4, 5, 6 of Article 20; Clause 1 of Article 25 of the Law on Residence 2020; Point a, Clause 1 of Article 26 of the Law on Residence 2020.

The opinion of the owner of legal accommodation is obtained by the following methods:

- The owner of the legal accommodation clearly records the content of agreement and signs, writes their full name on the Declaration.

- The owner of the legal accommodation confirms the content of agreement via the VNeID application or other online public services.

- The owner of the legal accommodation has a separate document clearly stating the content of agreement (this document does not need to be notarized).

Note: If the owner of the legal accommodation consists of multiple individuals or organizations, all co-owners must agree unless there is an agreement to appoint a representative to give the opinion; If the owner of the legal accommodation confirms the content of agreement via the VNeID application, the citizen must declare the information about their surname, middle name, first name, and identification number of the owner of the legal accommodation.

(5) Opinion of parents or guardian:

Applied in cases where the minor, person with limited civil act capacity, or person not fully capable of civil acts is changing residential information.

The opinion of parents or guardian is obtained by the following methods:

- Parents or guardian clearly record the content of agreement and sign, write their full name on the Declaration.

- Parents or guardian confirm the content of agreement via the VNeID application or other online public services.

- Parents or guardian have a separate document clearly stating the content of agreement (this document does not need to be notarized).

(6) Declarant:

If submitted directly, the declarant signs, writes their full name on the Declaration.

If submitted via the Public Service Portal or VNeID application, the declarant is not required to sign in this section.

(7) Personal identification number section:

Information should only be declared when the citizen requests confirmation of agreement content via the VNeID application.

When should the Declaration of Change of Residence Information be used?

According to Clause 1, Article 3 Circular 56/2021/TT-BCA which states the Declaration of Change of Residence Information as follows:

The Declaration of Change of Residence Information is used when citizens carry out procedures for registering permanent residence, deleting permanent residence registration, splitting household, adjusting information in the Residence Database, registering temporary residence, deleting temporary residence registration, extending temporary residence, declaring residence information, confirming residence information (coded as CT01).

Thus, according to the above regulation, the declaration of change of residence information is used when citizens perform the following procedures:

- Registering permanent residence

- Deleting permanent residence registration

- Splitting household

- Adjusting information in the Residence Database

- Registering temporary residence

- Deleting temporary residence registration

- Extending temporary residence

- Declaring residence information

- Confirming residence information

Circular 66/2023/TT-BCA will take effect from January 1, 2024.
