According to Official Letter 2763/BYT-TCCB 2022 of the Minister of Health, the Minister of Home Affairs stipulates codes, functional standards of the nutrition industry, and regulations of the professional title of the Grade III nutritionist (code number V.08.09.25) as after:
“a) Organize and implement regulations, processes and professional items on community nutrition, economical nutrition, and food safety;
b) Plan and implement community nutrition, economical nutrition, food safety for prevention and treatment.
c) Inspect and supervise the work of nutrition, moderation and food safety: check the process of preservation, processing, sample storage, transportation and distribution, and the correct indication, quality and safety of rations;
d) Directly manage equipment in service of professional techniques within the scope of management;
đ) Carry out media, education, consultation and direction on nutrition, moderation and food safety;
e) Participate in scientific research, training, fostering and providing professional guidance to functions, students and students within the assigned scope;
g) Participate in compiling documents, textbooks on nutrition, moderation, food safety and lectures when required.

According to Clause 2, Article 5 of Joint Circular 28/2015 / TTLT-BYT-BNV, as amended in Clause 3, Article 5 of Circular 03/2022 / TT-BYT as follows:
"2. Standard about the training and fostering mode
a) Graduate from a university in the group of Nutrition; Doctor of the group of Medicine and graduate with a post-graduate degree in Nutrition.
b) Have a certificate of training according to the standards of the nutritional profession (used for the nominal nursing functions).”
Thus, with the above question, the training norm of the Nutritionist grade III for 02 subjects is:
- Graduate from the University of Nutrition group; doctor graduate from the Medicine group and the post graduate from the Nutritional group are perfectly suitable to perform the tasks of the Grade III nutritionist career category.
- Other surface, occupational title Nutritionist is a function of the new occupational list issued by the Ministry of Health in 2015 (in the Joint Circular No. 28/2015/TTLT-BYT-BNV). Before the career title of Nutritionist was born, nutrition duties at established medical facilities as well as in the community were performed by functions with the previous professional regime of being a doctor who held the rank of doctor (16,118) previously guaranteed, so in addition to the Bachelor of Nutrition training, public employees who graduate from medical doctors, doctors of preventive medicine, and doctors of traditional medicine will have an additional post-graduate diploma in the field of Nutrition. (Master of Nutrition or Doctor of Nutrition) that matches the qualification requirements of the Grade III nutritionist occupation category. This regulation ensures the inheritance in the current practice of managing and using nutritionists, stipulating the training regime for doctors of the Medicine group and post-graduate graduation from the Nutrition group in the training program of a Grade III nutritionist does not affect the benefits of a Bachelor of Nutrition.
According to account 3, Article 5 of Joint Circular 28/2015/TTLT-BYT-BNV, supplemented by Clause 4, Article 5 of Circular 03/2022/TT-BYT, stipulating professional competency standards as follows:
"3. Standards and standards of professional capacity:
a) Understand the views, short-distance guidelines, policies and laws of the Communist Party on the operation, protection and improvement of people's health;
b) Proficient in skills in exploiting, collecting information, diagnose and handling nutrition and food safety issues;
c) Be able to detect nutrition and food safety problems and propose appropriate and effective solutions;
d) Be able to plan, organize, supervise and evaluate work on nutrition and food safety;
đ) Be able to organize, educate and consult on nutrition and food safety.
g) Have basic information technology skills and be able to use foreign languages or ethnic minority languages for public employees in ethnic minority areas as required by the job position.”
What are the standards of professional ethics for Grade III nutritionist in Vietnam?
According to Article 3 of Joint Circular 28/2015/TTLT-BYT-BNV stipulating professional ethics standards for Grade III nutritionist as follows;
"Article 3. General standards of professional ethics
1. Devote to serve care, protect and improve people's health career.
2. Understand and strictly follow the handling rules of medical public employees.
3. Work in accordance with regulations, regulations, professional and technical processes and other provisions of law.
4. Respect and listen to the opinions of patients and the community about nutritional needs and food safety in order to improve public health.
5. Be honest, objective, fair, responsible, united, respectful and cooperative with colleagues in work.”
Circular 03/2022/TT-BYT will take effect on June 10, 2022.
