What are the regulations on the organization of pre-vaccination screening at non-hospital vaccination facilities?

Pursuant to subsection 1, Section IV, Guidelines for pre-vaccination screening for children promulgated together with Decision No. 1575/QD-BYT in 2023, the organization of pre-vaccination screening examinations at non-hospital vaccination facilities must ensure the following specific contents:

(1) Executor

- Doctor, doctor: directly examine the child and record the child's information, directly measure and record the child's temperature result when there is no nurse or student midwife. Medical staff pre-vaccination screening must receive professional training in vaccination as prescribed in Decree No. 155/2018/ND-CP amending regulations related to business investment conditions under state management of the Ministry of Health of Vietnam

- Nurses and students: Record the child's information, directly weigh the child, measure and record the child's temperature.

(2) Equipment

- Thermometer, stethoscope.

- Pre-vaccination checklist for subjects aged 1 month and older (Appendix I issued together with Decision No. 1575/QD-BYT in 2023)

- Checklist before vaccination for newborns (Appendix II issued together with Decision No. 1575/QD-BYT in 2023)

(3) Steps to perform pre-vaccination screening

The steps to follow and complete the pre-vaccination checklist include:

- Ask for history and relevant information

- Assess current health status

- Conclude

+ Eligible for vaccination

Contraindications to vaccination

+ Postpone vaccination, transfer to hospital for screening and vaccination (if necessary).

(4) Record screening and save checklists

The entire content of the screening examination is recorded according to a checklist including the results of specialized examinations, stored at vaccination points and on the National Immunization Information Management System. Save checklist for 15 days.

(5) Sending the cases of postponement requiring assessment of health status at higher-level medical examination and treatment establishments:

+ Fill in the medical examination and treatment referral form according to form No. 6 issued in Decree No. Decision No. 1575/QD-BYT.

+ Write the reason for the referral for health check-up to appoint vaccination in Appendix 1 and 2 issued in the Guidelines for pre-vaccination screening for children issued together with Decision No. 1575/QD-BYT in 2023.

+ Advise parents/carers to take their children to a higher level medical facility for screening.

+ Receive and vaccinate for cases whose health status has been checked and assessed by higher-level medical examination and treatment establishments and concluded that they are eligible for vaccination.
