Pursuant to Section 23, Part II of Decision 775/QD-BVHTTDL in 2024, the requirements and conditions for organizations applying for Certificates of eligibility for doing the sports business for the sport of Football are as follows:
(1) Infrastructure:
- The playing field must be flat and covered with one of the following materials: natural grass, artificial turf, compacted soil, fine sand, wooden floor, synthetic material, or synthetic resin.
- The playing field and surrounding pathways should be free from obstacles and materials that may cause injuries. If the surrounding pathways are higher than the playing field, they must be covered with a safe material.
- The distance from the sidelines of the field to the fences, stands, or adjacent fields should be at least 2.5m.
- Football fields adjacent to residential areas, public facilities, or roads must be fenced or have protective nets surrounding them, with a minimum height of 5m.
- The lighting on the field must be at least 150 lux.
- In case of penalty kick walls, the width should be at least 5m, the height should be at least 2.5m, and they must be made of durable material.
- First aid kits must be available according to the regulations of the Ministry of Health.
- There should be sanitary facilities and changing rooms for participants in Football training and competitions.
- A set of rules should be displayed, including the following main contents: training hours, participants, non-participants, attire during training, and safety measures during training.
(2) Equipment:
- Training equipment:
+ Goal frames should be made of metal, wood, or synthetic material, ensuring dimensions according to the regulations of Football playing rules. The goal posts should be rounded and not pose a danger to training or playing participants.
+ Balls should have dimensions and weights according to the regulations of Football playing rules.
- Competition equipment for Football must meet the regulations of Football playing rules.
(3) Training density: The training density on the Football field should ensure at least 25m2 per person.
(4) Professional staff: There should be a team of qualified professional officers and staff suitable for the activities.
Therefore, organizations applying for Certificates of eligibility for doing the sports business for the sport of Football must follow the administrative procedures in the specified order and manner to be considered and granted the Certificates of eligibility for doing the sports business.

Pursuant to Section 19 of Part II of Decision 775/QD-BVHTTDL, the procedures for issuing Certificates of eligibility for doing the sports business in Football are as follows:
- The enterprise submits the application via mail, electronic means, or directly to the specialized sports agency under the People's Committee at the provincial level where the sports business activities are registered or where the enterprise's main headquarters is located in the case of multiple sports business locations.
- The specialized sports agency under the People's Committee at the provincial level (referred to as the Certificate issuing agency) issues an acknowledgment receipt to the enterprise.
- In case the application needs to be amended or supplemented, the Certificate issuing agency notifies the enterprise directly or in writing about the required changes or additions within a period of 03 working days from the date of receiving the application.
Therefore, organizations applying for Certificates of eligibility for doing the sports business in Football need to follow the above administrative procedures to be considered for the issuance of Certificates of eligibility for doing the sports business.
