Development of a Poverty Reduction Model Project to Support Community Production Development in Vietnam?
On June 23, 2022, the Ministry of Labor, Invalids and Social Affairs issued Official Dispatch 2146/LDTBXH-VPQGGN in 2022 guiding the implementation of poverty reduction projects under the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period. The Ministry of Labor, Invalids and Social Affairs has made the following proposals to the People’s Committees of provinces and centrally-run cities:
“1. Direct the Department of Labor, Invalids and Social Affairs to take the lead, cooperate with relevant agencies to guide the content for livelihood diversification support and the development of poverty reduction models according to poverty reduction projects, including: (i) poverty reduction model projects supporting linked production development according to value chains; (ii) poverty reduction model projects supporting community production development; (iii) poverty reduction model projects to support production development based on tasks. Support for people is implemented through production organization models (enterprises, cooperatives, cooperative groups, household groups, community groups) in accordance with the actual situation of the locality.
2. Direct the agencies and localities allocated funds for the implementation of the poverty reduction project to urgently carry out procedures for the construction and approval of the project as per regulations; promptly ensure the implementation of poverty reduction projects according to the set schedule immediately after being allocated funds.
3. Report the status and results of the implementation of the poverty reduction projects to the Ministry of Labor, Invalids and Social Affairs, the lead agency of the National Target Program for Sustainable Poverty Reduction 2021-2025 as per the regulations (via the National Office for Poverty Reduction, 35 Tran Phu, Ba Dinh, Hanoi; email: giamngheo@molisa.gov.vn).
Request the People’s Committees of provinces and centrally-run cities to urgently implement.”
Thus, the implementation of poverty reduction projects under the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period is carried out according to the above guidance.

What is the priority for implementing poverty reduction model support projects in especially difficult island areas in Vietnam?
Based on Clause 2, Article 4 of Circular 09/2022/TT-BLDTBXH stipulated as follows:
“Article 4. Support methods and principles
…
2. Support principles
a) Ensure publicity, democracy, gender equality, the participation and commitment of people in the construction and implementation of the project.
b) Conform to the local economic - social development plan.
c) Suit the comparative advantages and strengths of each region; meet market demand, ensuring sustainable efficiency.
d) Suit the conditions, characteristics, and needs of poor households, near-poor households, newly escaped poverty households; people with disabilities (no stable livelihood).
dd) Prioritize support for poverty reduction model projects for laborers from poor and near-poor ethnic minority households, poor and near-poor households with members who have contributed to the revolution; people with disabilities, women from poor, near-poor, and newly escaped poverty households. Create conditions for vulnerable and disadvantaged people to participate in poverty reduction model projects.
e) Prioritize support for poverty reduction model projects in poor districts, especially difficult coastal and island areas.
g) Protect the environment.
h) The implementation time for each project is a maximum of 3 years.”
Thus, the implementation of poverty reduction models must ensure the above principles. Especially difficult island communes will be prioritized for poverty reduction model project support.
What are the contents for diversifying livelihoods and developing poverty reduction models in Vietnam?
Based on Article 5 of Circular 09/2022/TT-BLDTBXH stipulated as follows:
“Article 5. Support content
1. Training on production techniques, management skills, contract management capacity, chain management, and market development.
2. Technology transfer, application of new scientific and technical methods, applying uniform technical processes in production and quality management.
3. Materials, tools, equipment serving production, plant varieties, livestock breeds.
4. Advertising, trade promotion for products and services.
5. Supporting costs for analyzing food safety indicators, and establishing product traceability codes.
6. Technical training according to the needs of group members, enhancing management and operation capacity of the group.
7. Direct support personnel to households to guide project implementation until results are achieved.
8. Organizing practical study tours of effective projects between localities as decided by the unit head within the allocated budget.
9. Project construction and management.”
Thus, diversifying livelihoods and developing poverty reduction models are carried out according to the contents listed in the above regulations.
Circular 09/2022/TT-BLDTBXH will take effect from July 11, 2022.
