What are the standards of assessors, members of the Medical Assessment Council in Vietnam?
Pursuant to Article 14 of Circular 01/2023/TT-BYT stipulating standards for assessors and members of the Medical Assessment Council as follows:
For assessors:
- Having professional qualifications as a doctor working at state-owned medical examination and treatment establishments, possessing a practice certificate with a practice scope suitable to the assigned specialty field;
- Having a certificate of training or continuing training or training in medical assessment granted by a competent agency or unit.
Standards of assessors who are permanent members and professional members of the provincial-level medical assessment councils:
- Having a professional qualification as a level I specialist or a medical master's degree or higher;
- Having worked in the specialized field for at least 03 (three) years, including the time studying in that specialty;
- Having a certificate of training or continuing training or training in medical assessment granted by a competent agency or unit.
Standards of assessors who are permanent members and professional members of the central faculty evaluation council and the final medical re-assessment council for the disabled:
- Having professional qualifications as a level II specialist doctor or a doctorate in medicine;
- Having worked in the specialized field for at least 05 (five) years, including the time studying in that specialty;
- Having a certificate of training or continuing training or training in medical assessment granted by a competent agency or unit.
Standards for assessors who are members of medical assessment councils of ministries:
- Assessors who are permanent members and professional members of the Medical Assessment Councils of the Ministries have the authority to conduct first or re-examination:
+ Satisfy the standards for assessors who are permanent members and professional members of the Provincial Council of Faculty Assessment
- Assessors who are permanent members and professional members of the Medical Assessment Councils of the Ministries have the authority to assess and review:
+ Satisfying the standards for assessors who are permanent members and professional members of the central medical assessment council and the medical assessment council for final appeal.

Pursuant to the provisions of Clause 4, Article 15 of Circular 01/2023/TT-BYT stipulating as follows:
Appointment of assessors

4. The number of assessors of the Medical Assessment Council shall be decided by the person competent to appoint, depending on the requirements and tasks of the Medical Assessment Council. Each specialty must have at least 02 (two) assessors. In case the Medical Assessment Council does not have doctors with specialties: Cardiology, Respiratory, Urology, Digestive, Musculoskeletal, Hematology - Blood Transfusion, Endocrinology, Immunology, a doctor may be appointed. Specialization in Alternative General Internal Medicine. In this case, only each assessor shall be assigned to be responsible for examining and assessing at most 02 (two) specialties to ensure the quality of examination and assessment.
Thus, according to the above regulations, the number of assessors of the Medical Assessment Council shall be decided by the person competent to appoint, depending on the requirements and tasks of the Medical Assessment Council.
However, each specialty must have at least 02 (two) assessors.
Who decides to appoint an assessor of the Central Medical Assessment Council?
Pursuant to Article 15 of Circular 01/2023/TT-BYT on appointment of assessors as follows:
Appointment of assessors
1. The assessor of the Central Medical Assessment Council shall be appointed by the decision of the Ministry of Health on the basis of the proposal of the standing body of the Central Medical Assessment Council and the Medical Examination and Treatment Administration. .
2. Assessors of the provincial Medical Assessment Council shall be appointed by a specialized agency under the Provincial People's Committee at the request of the standing body of the Provincial Medical Assessment Council.
3. The assessors of the Medical Assessment Councils of the Ministries shall be appointed by the decisions of the Ministries on the basis of the proposal of the standing agency of the Medical Assessment Councils of the Ministries.

Thus, according to the above provisions:
- The assessor of the Central Medical Assessment Council shall be appointed by decision of the Ministry of Health on the basis of the proposal of the standing body of the Central Medical Assessment Council and the Medical Examination and Treatment Administration.
In addition, assessors of the Provincial Medical Assessment Council will be appointed by a specialized agency of the Provincial People's Committee on the basis of the proposal of the standing body of the Provincial Medical Assessment Council.
