Pursuant to the provisions of Article 68 of Decree 63/2023/ND-CP, the conditions for recognizing an organization qualified to train and issue maritime radio operator certificates are as follows:

(1) Regarding infrastructure and teaching equipment:

- Standard classrooms equipped with necessary teaching equipment;

- Practical equipment with a minimum ratio of 01 machine for every 04 students for terminal equipment simulation systems, and 01 machine for every 02 students for computer-based simulation systems;

- Practical equipment must be capable of simulating the following devices:

+ MF/HF transceiver with DSC watchkeeping, telephone, and NBDP;

+ EPIRB 406MHz beacon; SART radar transponder or AIS-SART search and rescue transponder; equipment capable of receiving EGC;

+ Emergency alarm button for VHF-DSC, HF/MF-DSC, Inmarsat-C training devices or low-earth orbit satellite communication systems like Iridium;

+ NAVTEX receiver;

+ VHF transceiver with voice and DSC capability, combined with a channel 70 DSC watch receiver; two-way handheld VHF radio;

+ Inmarsat-C or low-earth orbit satellite communication system Iridium;

+ Other necessary devices as required by the International Convention for the Safety of Life at Sea, 1974 and its amendments (SOLAS 74 and amendments).

(2) Regarding teaching materials:

- Maritime radio operator training curriculum for each training type;

- GMDSS equipment operation guide curriculum for each training type;

- Directory of coast stations (ITU list of Coast Stations, Admiralty list of Radio Signal-vol.1, vol.5 ...);

- Directory of ship stations (ITU list of Ship Stations);

- Directory of fixed radio stations and special service radio stations;

- Regulations on radio communications of the International Telecommunication Union;

- International Aeronautical and Maritime Search and Rescue (IAMSAR) manual;

- GMDSS logbook guide materials;

- Reference materials from the International Maritime Organization and other necessary reference materials.

(3) Regarding the training program:

- The content and structure of training courses must comply with the current model program of the International Maritime Organization.

(4) Regarding teaching staff:

Teaching staff must satisfy the following conditions:

- Hold a university degree or higher in one of the specializations in radio communication, electronics, telecommunications, maritime navigation, or maritime studies;

- Possess appropriate foreign language proficiency for the training program;

- Hold a maritime radio operator certificate appropriate to the training program (the teacher's maritime radio operator certificate must be equal to or higher than the certificate level of the training being taught) or have participated in maritime radio operator training at an equivalent level for at least 03 years.

(5) Regarding the number of teaching staff:

- Have a sufficient number of teaching staff to meet the requirements of each training program, with at least 50% of the staff being permanent lecturers for each maritime radio operator training program.

(6) Regarding the student-to-teacher ratio:

- A maximum of 25 students per teacher.

What documents are required to apply for certification of an organization qualified to train and issue maritime radio operator certificates?

According to Clause 1, Article 69 of Decree 63/2023/ND-CP, the required documents for certification of an organization qualified to train and issue maritime radio operator certificates include:

- A written request for certification of the organization qualified to train and issue maritime radio operator certificates in accordance with Form 07 specified in Appendix IX issued with this Decree;

- A legalized copy of the organization's establishment license or decision;

- An explanatory report demonstrating compliance with the requirements stipulated in Article 68 of Decree 63/2023/ND-CP;

- The maritime radio operator training program approved by the organization.

What are the procedures for applying for certification of an organization qualified to train and issue maritime radio operator certificates?

According to the provisions of Article 69 of Decree 63/2023/ND-CP, the procedures for applying for certification of an organization qualified to train and issue maritime radio operator certificates are as follows:

Step 1: The organization submits 01 set of documents requesting certification of the organization qualified to train and issue maritime radio operator certificates to the Ministry of Information and Communications via postal services or submits the documents directly at the Ministry of Information and Communications.

Step 2: The Ministry of Information and Communications receives and checks the validity of the documents. If the documents are incomplete or unsatisfactory in terms of content, within 05 working days from the date of receiving the documents, the Ministry of Information and Communications will notify and guide the organization to supplement or complete the documents.

Step 3: Within 30 days from the date of receiving valid documents, the Ministry of Information and Communications will organize an assessment and actual verification of the conditions stipulated in Article 68 of Decree 63/2023/ND-CP;

And issue a certificate recognizing the organization qualified to train and issue maritime radio operator certificates, or refuse to issue the certificate and state the reasons clearly.

Step 4: The results of handling the request for certification of the organization qualified to train and issue maritime radio operator certificates will be sent to the organization by one of the following methods: by postal services or directly at the Ministry of Information and Communications.

Step 5: The list of organizations recognized as qualified to train and issue maritime radio operator certificates will be published on the Ministry of Information and Communications' electronic portal.
