a) Inspecting and evaluating dossiers for issuing occupational practice certificates in construction; converting occupational practice certificates in construction for foreigners or overseas Vietnamese;
b) Inspecting and evaluating dossiers for issuing occupational practice certificates, capacity certificates in construction;
c) Inspecting and evaluating dossiers for recognizing socio-professional organizations qualified to issue occupational practice certificates, capacity certificates in construction;
d) Inspecting and evaluating dossiers for recognizing socio-professional organizations in architectural practice, research institutions, training institutions in architecture qualified to conduct occupational practice certificate examinations;
e) Inspecting and evaluating dossiers for issuing registration certificates for testing activities under the state management of the Ministry of Construction;
g) Inspecting documents for granting, revoking, and issuing judicial construction expert identification cards;
h) Inspecting and evaluating dossiers for issuing certificates that meet criteria for safety technique inspection activities of organizations conducting inspections on machinery, equipment, and materials requiring strict safety regulations in construction;

4. Managing and supervising the quality of construction works:
a) Inspecting the acceptance of construction works;
b) Inspecting and evaluating dossiers requesting opinions on construction safety evaluation results; providing feedback on works that have expired but still need to be used.

b) Inspecting and evaluating dossiers for issuing capacity certificates in construction; issuing construction permits for foreign contractors operating in Vietnam;
c) Inspecting and evaluating dossiers for issuing new construction permits; issuing permits for repair, renovation, and relocation of works;
d) Inspecting and evaluating dossiers for issuing occupational practice certificates in architecture; recognizing and converting architectural occupation certificates for foreigners practicing architecture in Vietnam;
