Procedures for Renewing Expired Citizen Identification Cards in 2024: How to Proceed?
According to Article 23 of the Law on Citizen Identification 2014, expired Citizen Identification Cards fall under the category that must be renewed.
The procedures for renewing expired Citizen Identification Cards are specified in Article 24 of the Law on Citizen Identification 2014 and are detailed in Circular 59/2021/TT-BCA and Circular 60/2021/TT-BCA.
The procedures for renewing an expired Citizen Identification Card are carried out through the following steps:
Step 1:
Citizens fill in the Citizen Identification Card Declaration Form or print out the Citizen Identification Card Declaration Form that they have declared on the online public service portal to re-check the information, sign, and clearly write their full name.
Citizens can choose one of the following places to conduct the procedures for renewing their expired Citizen Identification Card:
- At the Citizen Identification Management Agency of the Ministry of Public Security;- At the Citizen Identification Management Agency of the provincial-level police;- At the Citizen Identification Management Agency of the district-level police;- Competent Citizen Identification Management Agencies may organize the procedures for issuing Citizen Identification Cards at the commune, ward, commune-level town, agencies, units, or the citizen's residence in necessary cases.
Step 2:
- If the National Database of Population has not yet been operational, citizens must present their household registration book. If the information in the household registration book is incomplete or inconsistent with the information provided in the Citizen Identification Card Declaration Form, the citizen must provide their birth certificate or other legal documents regarding the information to be recorded in the Citizen Identification Card Declaration Form;- Return the old Citizen Identification Card;- The officer receiving the citizen matches the information in the Citizen Identification Card Declaration Form with the information in the documents presented by the citizen. If the declared information is not conformable, the officer will guide the citizen to re-declare the Citizen Identification Card Declaration Form.
If the declared information is conformable, the officer gathers it into a dossier and continues with the following steps:
+ Capture the citizen’s fingerprints: Collect the four-finger rolled prints of the right hand; four-finger rolled prints of the left hand; rolled prints of both thumbs.
If all ten fingerprints cannot be collected, describe and enter information about the unreadable fingerprints;
+ Take the citizen's portrait photo;
+ Print the Citizen Identification Information Receipt Form, give it to the citizen to check and sign, clearly stating their full name, and for the officer to verify and sign, clearly stating their full name.
Step 3:
The officer issues an appointment slip for the delivery of the new Citizen Identification Card to the applicant.
Step 4:
Receive the results at the place where the dossier was submitted or via post.

Do You Need to Renew the Citizen Identification Card When the New Law Takes Effect?
On November 27, 2023, the National Assembly passed the Law on Identification (effective from July 1, 2024). With the change from the Law on Citizen Identification to the Law on Identification, the Citizen Identification Card will also be renamed as Identification Card.
Article 46 of the Law on Identification 2023 stipulates the transitional provisions clearly: Citizen Identification Cards issued before the effective date of the Law on Identification 2023 (July 1, 2024) remain valid until the expiration date printed on the card. Citizens may have their cards exchanged for the new Identification Card upon request.
During the press conference announcing the results of the 6th Session of the 15th National Assembly, in response to a press question related to some provisions of the Law on Identification, Deputy Chairman of the National Assembly's Committee for Defence and Security, Lieutenant General Nguyen Minh Duc stated: “Citizens do not have to go to the management agency to integrate or declare information, except in cases where they need to exchange the card or supplement or change any information related to the individual, at which point they must go to the relevant agency for issuance of the new card.”

Therefore, when the Law on Identification takes effect, Citizen Identification Cards issued before the effective date of the Law on Identification (July 1, 2024) remain valid until the expiration date printed on the card. Citizens may have their cards exchanged for the new Identification Card upon request.
What is the Value of Citizen Identification Cards?
According to the provisions of Article 20 of the Law on Citizen Identification 2014:
- The Citizen Identification Card is a personal identification document of Vietnamese citizens that confirms the identity of the cardholder for transactions within the territory of Vietnam.- The Citizen Identification Card may replace the use of a passport in cases where Vietnam and other countries have signed an agreement or international treaty allowing the use of Citizen Identification Cards in place of passports within each other's territories.- Competent agencies, organizations, and individuals may require citizens to present their Citizen Identification Card for verification of identity and information stipulated in Article 18 of the Law on Citizen Identification 2014; they may use the identification number on the Citizen Identification Card to verify the cardholder's information in the National Database of Population and specialized databases according to the law.- When citizens present their Citizen Identification Card as requested by competent agencies, organizations, and individuals, such entities shall not require the citizen to present additional documents to verify the information stipulated in Clauses 1 and 3 of Article 20 of the Law on Citizen Identification 2014.- The state protects the lawful rights and interests of those issued Citizen Identification Cards in accordance with the law.
*Note: From July 1, 2024, the Law on Identification 2023https://thuvienphapluat.vn/van-ban/Quyen-dan-su/Luat-Can-cuoc-26-2023-QH15-552422.aspx takes effect; the Law on Citizen Identification 2014 will be invalid.
