- The planning of leadership and management personnel must derive from the actual situation of the requirements of political tasks of localities, agencies and units in each term and orientation for the next term; at the same time, closely linked with other stages in staff work. Ensure the leadership of the Party committees, party organizations and competent leadership collectives, the principle of democratic centralism, fairness, fairness, objectivity, publicity and transparency.
- Review and evaluate the sources of cadres and cadres before putting them into planning: Party committees, party organizations, agencies and units must conduct a review and assessment of cadres and cadres according to the following requirements :

According to Section II of Guidance 16-HD/BTCTW in 2022, some specific contents of staff planning work stipulate standards and conditions for staff:
- At the time of planning review and approval, personnel must basically meet the following criteria:
+ Professional qualifications: Must have professional qualifications corresponding to the appointed title.
- Regarding the level of political theory:
+ Officers planning the positions under the Politburo and the Secretariat manage them must meet the corresponding political theory criteria of the appointed title.
+ Officers planning the titles of the Party committees at all levels, party organizations, agencies and units directly under the Central Government's management: Subject 1 must satisfy the corresponding political theory criteria of the appointed title; Object 2 may not meet the standards of political theory, but after being planned, there must be a training and retraining plan to perfect the political theory standards as prescribed.
- It is not necessary to immediately meet the following criteria: Experience in leadership positions, lower-level management, state management qualifications…
For example:
+ For planning the position of deputy secretary of the provincial Party Committee, at the time of planning consideration, personnel do not necessarily have to fully meet a number of the following criteria: Having experience with key district leaders (secretary, deputy secretary of district-level Party Committee, chairperson of People's Council, chairperson of district-level People's Committee); have a state management qualification at the rank of senior specialist or equivalent.
+ For planning for the position of deputy minister, at the time of planning review, personnel do not necessarily have to fully meet a number of the following criteria: Having experienced and successfully completed tasks in leadership and management positions managers at the director level or equivalent or higher or vice chairmen of the People's Council, vice presidents of the People's Committees of the province; have a state management qualification at the rank of senior specialist or equivalent.
Thus, in terms of basic expertise, personnel must have professional qualifications corresponding to their appointed titles and meet the standards of political theory.
The number of staff after the reorganization will be?
According to subsection 8, Section II, Guideline 16-HD/BTCTW in 2022, some specific contents on staff planning work stipulate the coefficient and number of planning titles:
- The coefficient of planning at the committee level, the standing committee of the party committee and the inspection committee at all levels is from 1.0 to 1.5 times compared with the prescribed number.
For example, the Party Committee of province A determined the number of executive committee members is 50 comrades; members of the standing committee are 15 comrades; the number of members of the inspection committee is 9 comrades. The maximum number of planning will be: (1) Members of the Executive Committee: 50 comrades multiplied by a factor of 1.5, the maximum is 75 people; (2) Standing Committee members: 15 comrades multiplied by 1.5, the maximum is 22.5 people, rounded to 23 people; (3) Member of the Inspection Committee: 9 comrades multiplied by a factor of 1.5, the maximum is 13.5 people, rounded to 14 people.
- Number of titles in planning leadership and management:
+ One title of planning leader and manager must not exceed 3 staff.
For example: According to regulations, Provincial Party Committee Propaganda Department A has 3 deputy heads, the maximum number of planning will be: 3 comrades multiplied by 3, the maximum is 9 people.
+ One planning officer must hold no more than 3 titles at the same level of planning approval (excluding the titles of members of the executive committee, members of the standing committee, members of the inspection committee at all levels).
For example:
Mr. Nguyen Van B, Member of the Standing Committee of the Provincial Party Committee, Head of the Organization Department of the Provincial Party Committee X for the 2020-2025 term was allowed to introduce the planning of up to 3 positions subject to the decision of the Central Government to approve the planning (Secretary, Mr. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council X; Deputy Head of the Central Party Committee, Deputy Minister, Deputy Chairman of the Committee of the National Assembly... but not more than 3 titles).
Mr. Nguyen Van C, Director of the Department of Health under the Ministry of Health is allowed to introduce the planning up to 3 positions subject to the decision of the Central Government to approve the planning (Deputy Minister, Minister of Health or other Deputy Ministers or Deputy Head of the Central Party Committee). Central Government, Deputy Heads of socio-political organizations at the Central Government... but no more than 3 titles).
- Regarding the structure and proportion of young, female personnel, personnel of ethnic minorities at commune level and the equivalent, the standing committee of the provincial Party Committee, the city party committee and the Party committee under the Central Government shall specifically be prescribed to implement consistent with the characteristics and actual situation of the locality, agency and unit.
Accordingly, one title of planning leader and manager must not exceed 3 officials. A planning officer must not exceed 3 titles at the same level for planning approval (excluding the titles of members of the executive committee, members of the standing committee, members of the inspection committee at all levels).
