1. Individuals who pass both the theoretical and practical exams as stipulated in Article 62 of this Decree are eligible to be granted an amateur radio certificate.

According to the above regulation, the conditions to be granted an amateur radio certificate are as follows:

Individuals who pass both the theoretical and practical exams

- Amateur Radio Certificate Level One: the exam consists of 50 questions, of which 10 questions are about Vietnamese laws regarding amateur radio activities, 10 questions about amateur radio operations according to the International Telecommunication Union Radio Regulations, 15 questions about electrical engineering, and 15 questions about radio engineering. Candidates must correctly answer at least 40 questions.

Only those who hold a Level Two amateur radio certificate and have established an amateur radio station for 01 year or more can take the exam to be granted a Level One amateur radio certificate;

- Amateur Radio Certificate Level Two: the exam consists of 40 questions, of which 10 questions are about Vietnamese laws regarding amateur radio activities, 10 questions about amateur radio operations according to the International Telecommunication Union Radio Regulations, 10 questions about electrical engineering, 10 questions about radio engineering. Candidates must correctly answer at least 30 questions;

- Amateur Radio Certificate Levels Three, Four: the exam consists of 35 questions, of which 10 questions are about Vietnamese laws regarding amateur radio activities, 05 questions about amateur radio operations according to the International Telecommunication Union Radio Regulations, 10 questions about electrical engineering, 10 questions about radio engineering. Candidates must correctly answer at least 25 questions. || Practical Exam | - The practical exam in telegraphy to test the ability to accurately receive by ear or computer and accurately send by hand or computer messages in the international Morse code format.

For a Level One amateur radio certificate, the required speed is not less than 36 words in 03 minutes; for a Level Two amateur radio certificate, the required speed is not less than 27 words in 03 minutes; for a Level Three amateur radio certificate, the required speed is not less than 15 words in 03 minutes. Each word is equivalent to 05 characters (letters in the English alphabet, numbers from 00 to 09, symbols, commas, question marks, dashes, and other symbols as stipulated in the International Telecommunication Union Radio Regulations);

- Holders of a radio telegraph operator certificate who are communicating by radiotelegraphy or have ceased practice for no more than 03 years are exempt from the practical telegraphy test;

- Individuals taking the practical exam to be granted Level One, Level Two, Level Three amateur radio certificates must perform four communication exercises, including one speech transmission exercise, one telegraphy transmission exercise, one quest for your station by speech, and one quest for your station by telegraphy.

Individuals taking the practical exam to be granted a Level Four amateur radio certificate must perform two communication exercises by speech and are exempt from the telegraphy practical test. |

1. Individuals who pass both the theoretical and practical exams as stipulated in Article 62 of this Decree are eligible to be granted an amateur radio certificate.

2. The registration dossier for the amateur radio certificate exam includes:

a) The application form for the amateur radio certificate exam and issuance according to Form 01 stipulated in Appendix X issued together with this Decree;

b) A legal copy of the Citizen Identity Card or ID Card or valid Passport;

c) 02 color photos sized 03 cm x 04 cm, taken within 06 months before the dossier submission date, with clear face, clear ears, no hat, no makeup.

The registration dossier for the amateur radio certificate exam includes:

- Application form for the amateur radio certificate exam and issuance;

- Legal copy of the Citizen Identity Card or ID Card or valid Passport;

3. Procedures and formalities for issuing amateur radio certificates:

a) The individual registering for the exam submits 01 set of registration dossier for the amateur radio certificate exam to the organization recognized as qualified to issue amateur radio certificates via postal service or submits the dossier directly at the organization recognized as qualified to issue amateur radio certificates;

b) The organization recognized as qualified to issue amateur radio certificates shall receive and check the validity of the dossier. If the dossier is incomplete or unsatisfactory, within 05 working days from the date of receipt, the recognized organization shall notify and guide the registrant to supplement and complete the dossier;

c) Within 14 days from the end date of the theoretical and practical exams, the organization recognized as qualified to issue amateur radio certificates shall issue the certificate to candidates who passed both the theoretical and practical exams according to the form stipulated in Appendix X issued together with this Decree or refuse to issue the amateur radio certificate and state the reason.
