Based on the provisions of Article 5 Circular 20/2023/TT-BKHCN regarding the components of the dossier for registration to participate in the selection for performing national-level scientific tasks, the dossier includes the following documents:
- Documents proving the legal status of the organization as prescribed by law (Establishment Decision or Enterprise Registration Certificate of the host organization, Charter of the host organization, or other documents proving legal status).
- Application for hosting the task (Form B1-1-DON).
- Task explanation (Form B1-2a-TMDTCN or Form B1-2b-TMDTXH); Project explanation (Form B1-2c-TMDA); Proposal explanation (Form B1-2d-TMDA).
- Summary of scientific and technological activities of the organization registering to host the task (Form B1-3-LLTC).
- Scientific resume of the individual registering as task leader, confirmed by the personnel management organization (Form B1-4-LLCN).
- Scientific resume of the main members and scientific secretary (Form B1-4-LLCN). This document must be confirmed by the personnel management organization in case the dossier is recommended for selection by the Advisory Council as per clause 12, Article 11 Circular 20/2023/TT-BKHCN.
- Scientific resume of domestic or foreign experts (in case experts participate in implementation).
- Summary of scientific and technological activities and written confirmation of the participation of cooperating organizations (in case there are cooperating organizations) (Form B1-5-PHNC and Form B1-6-LLTCPHNC).
- Financial report according to current accounting standards and policies for the last 2 years of the organization contributing capital.
- For tasks requiring counterpart funds, a plan for mobilizing counterpart funds must be included, applicable to each specific case as follows:
+ For self-funded sources: Documents proving the source of funds and a commitment to use the funds for the task.
+ For mobilizing funds from individuals/organizations or shareholder contributions: A commitment declaration and documents confirming the contribution of funds from individuals/organizations/shareholders to the host organization for the task.
+ For borrowing from credit institutions: A loan commitment from the credit institutions for the task.
- Quotes for necessary equipment, main materials, and services to be purchased or rented, valid (quote period not exceeding 90 days from the submission date).
This document is only submitted if the dossier is recommended for selection by the Advisory Council as per clause 12, Article 11 Circular 20/2023/TT-BKHCN.
- Other relevant documents in case the organization or individual registering for selection finds it necessary to supplement the dossier for increased persuasiveness or the management unit needs to clarify information during the selection process.
Note:
- Documents specified in clauses 9 and 10, Article 5 Circular 20/2023/TT-BKHCN only apply to tasks requiring counterpart funds outside the state budget.
- These documents must be original or certified copies as per current regulations. In case the dossier is available on the National Science and Technology Task Management System, organizations and individuals participating in the selection, direct task assignment must ensure that the information on the system is updated and provide the dossier code for the specialized management unit.

How to submit a dossier for registration to participate in the selection for performing national-level scientific tasks?
Based on the provisions of clause 1, Article 6 Circular 20/2023/TT-BKHCN, the organization or individual submits the dossier for registration to participate in the selection as follows:
- For dossiers submitted directly or by post: The dossier includes 01 set, using Vietnamese font Times New Roman, Unicode character set according to Vietnam Standard TCVN 6909:2001, black color, and 01 electronic copy of the dossier (PDF format, no password) on USB. The entire dossier is packaged, sealed, and clearly labeled outside:
+ Task name and name, code (if any) of the scientific and technological program registering for selection;
+ Name, address of the organization registering to host the task; name, address, and phone number of the task leader;
+ List of documents in the dossier;
- For dossiers submitted online: 01 electronic dossier set including electronic documents of the specified documents, certified electronically as per current regulations.
The submission deadline and address are announced on the Ministry of Science and Technology's electronic information portal or other mass media and in writing (for tasks containing state secrets).
What are the criteria and scoring scale for evaluating the selection dossier for organizations and individuals performing national-level scientific tasks?
Based on the provisions of Article 12 Circular 20/2023/TT-BKHCN, the criteria and scoring scale for evaluating the selection dossier for organizations and individuals performing tasks are as follows:
The selection dossier for organizations and individuals performing tasks is evaluated and scored with a maximum of 100 points based on the following criteria and scoring scale:
- Research topics for application and technology development:
+ Overview of research status (maximum 12 points);
+ Content, manpower for implementing the content, research methods, and techniques used (maximum 24 points);
+ Scientific and technological products (maximum 16 points);
+ Applicability or usability of the results in production and life (maximum 16 points);
+ Feasibility of the implementation plan and budget (maximum 16 points);
+ Capability of the organization and individuals performing (maximum 16 points).
- Social science and humanities research topics and scientific proposals:
+ Overview of research status (maximum 12 points);
+ Content and activities supporting research (maximum 12 points);
+ Research approach and methods (maximum 12 points);
+ Feasibility of the implementation plan and budget (maximum 20 points);
+ Scientific products, benefits from the topic’s/project’s results, and the plan to transfer products/results (maximum 24 points);
+ Capability of the organization and individuals performing (maximum 20 points).
- Research topics in other scientific and technological fields, depending on the content, apply the criteria and scoring scale specified in clause 1 or clause 2, Article 12 Circular 20/2023/TT-BKHCN.
- Projects:
+ Overview of technological and market issues of the project (maximum 8 points);
+ Content and implementation plan (maximum 20 points);
+ Innovativeness and feasibility of the technology (maximum 12 points);
+ Development potential and projected socio-economic efficiency of the project (maximum 12 points);
+ Scientific and technological products (maximum 16 points);
+ Financial plan (maximum 16 points);
+ Capability of the organization and individuals performing (maximum 16 points).
*Note: If necessary, the Minister of Science and Technology may adjust the criteria and scoring scale depending on the specific nature of the tasks.
Circular 20/2023/TT-BKHCN takes effect from November 27, 2023.
