On May 6, 2024, the Minister of Labor, War Invalids, and Social Affairs issued Circular 04/2024/TT-BLDTBXH which defines the system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs.
The system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs includes a collection of statistical indicators that reflect the primary results of state management activities in the sector. These indicators serve the purpose of evaluating and forecasting the situation, formulating strategies, policies, and developing overall socio-economic development plans for the country, and for the sector of Labor, War Invalids, and Social Affairs during specific periods. They meet the statistical information needs of organizations and individuals who require information from this sector.
Circular 04/2024/TT-BLDTBXH replaces Circular 01/2018/TT-BLDTBXH issued on February 27, 2018, by the Minister of Labor, War Invalids, and Social Affairs on the system of statistical indicators for the sector.

What are the contents of the system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs from June 21, 2024?
The system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs includes the contents regulated in Clause 2, Article 1 of Circular 04/2024/TT-BLDTBXH attached with the system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs as follows:
Issued with this Circular is the System of Statistical Indicators for the Ministry of Labor, War Invalids, and Social Affairs
1. The system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs includes a collection of statistical indicators reflecting the primary results of state management activities in the sector of Labor, War Invalids, and Social Affairs. It serves the purpose of evaluating and forecasting the situation, formulating strategies, policies, and developing socio-economic development plans for the country and the sector during specific periods. It meets the statistical information needs of organizations and individuals who require information from this sector.
2. The system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs includes: a List of Statistical Indicators and the contents of statistical indicators detailed in Appendix 01 and Appendix 02 attached to this Circular.
Thus, according to the above regulation, the system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs includes:
- The List of Statistical Indicators detailed in Appendix 01 attached to Circular 04/2024/TT-BLDTBXH.
- The contents of statistical indicators detailed in Appendix 02 attached to Circular 04/2024/TT-BLDTBXH.
What are the responsibilities of the Financial Planning Department when implementing the system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs?
At Article 2 of Circular 04/2024/TT-BLDTBXH, the following are stipulated regarding the organization of implementation:
Organization of Implementation
1. The Financial Planning Department shall take responsibility and cooperate with relevant units:
- Develop and submit to the Ministry the promulgation of the reporting regime of the statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs, and aggregate statistical data within the system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs.
- Guide units to develop specialized databases, apply information technology in collecting, constructing, exploiting, and providing information in specialized databases for the state statistical work.
2. Heads of units under the Ministry, Directors of the Departments of Labor, War Invalids, and Social Affairs of provinces, central cities, and Heads of related units shall collect, aggregate, and report statistical information to the Ministry of Labor, War Invalids, and Social Affairs.
The Financial Planning Department is responsible for leading, cooperating with relevant units:
- Develop and submit to the Ministry the promulgation of the reporting regime of the statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs, and aggregate statistical data within the system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs.
- Guide units to develop specialized databases, apply information technology in collecting, constructing, exploiting, and providing information in specialized databases for the state statistical work.
Under Circular 01/2018/TT-BLDTBXH, the Statistical Organization of the Ministry of Labor, War Invalids, and Social Affairs has responsibilities for implementing the system of statistical indicators according to Clause 1, Article 2 of Circular 01/2018/TT-BLDTBXH as follows:
- Develop and submit to the Ministry the promulgation of the reporting regime of the statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs, and aggregate statistical data within the system of statistical indicators for the Ministry of Labor, War Invalids, and Social Affairs.
- Guide units to develop specialized databases, apply information technology in collecting, constructing, exploiting, and providing information in specialized databases for the state statistical work.
From June 21, 2024, the Financial Planning Department will replace the Statistical Organization of the Ministry of Labor, War Invalids, and Social Affairs in implementing the system of statistical indicators for this sector.
*Note: Circular 04/2024/TT-BLDTBXH replaces Circular 01/2018/TT-BLDTBXH which takes effect from June 21, 2024.
