Guidance on the Implementation of the Program for the Digitization of Vietnamese Cultural Heritage for the Period 2021-2030
On September 8, 2022, the Ministry of Culture, Sports, and Tourism issued Official Dispatch 3380/BVHTTDL-DSVH in 2022 guiding certain components of the Program for the Digitization of Vietnamese Cultural Heritage for the period 2021-2030.
In Subsection 1, Subsection 2, Section II, Official Dispatch 3380/BVHTTDL-DSVH in 2022 provides specific guidance on the Program for the Digitization of Vietnamese Cultural Heritage for the period 2021-2030 as follows:
First Content: Perfecting mechanisms, policies, and legal regulations
- Supported entities: State management agencies on cultural heritage and the People's Committees of provinces/cities directly under the Central Government nationwide.
- Implementation content:
+ Firstly: Review and perfect the system of legal documents specialized in cultural heritage to meet the needs of digital transformation; propose amendments, supplements, or new constructions of relevant legal documents and regulations to promote digital transformation in the field of cultural heritage.
+ Secondly: Develop, complete, and promulgate standards and technical regulations on digital cultural heritage and technology applications for digitizing information and standardizing cultural heritage data systems in the national digital data repository; connect, integrate, share information and data with museum and library fields; establish access, exploitation, and usage rights for organizations and individuals for tourism development and other domestic and international needs.
+ Thirdly: Compile a prioritized list of heritage needing digitization; regularly update this list to ensure investment efficiency and meet the usage needs of society in the digital transformation period.
+ Fourthly: Research and propose mechanisms and policies to attract businesses, organizations, and individuals to invest in development and jointly exploit the digital ecosystem of cultural heritage; encourage sponsorships and material contributions as well as other conditions for digital transformation in the field of cultural heritage.
Second Content: Building digital platforms and common storage standards
- Supported entities: State management agencies on cultural heritage.
- Implementation content:
+ Firstly: Equip physical conditions and equipment for units within the scope and objects of the Program, ensuring uniformity in technical infrastructure throughout the system.
+ Secondly: Develop criteria systems for digital transformation for data information applied on storage software, digital maps, and multi-dimensional data linkage and exploitation of cultural heritage uniformly nationwide, including:
+ Thirdly: Research and build a unified digital platform for managing and conserving data in the field of cultural heritage; expandability for localities and organizations to connect and integrate with other information systems of the Government of Vietnam, localities, and relevant organizations.
+ Fourthly: Develop software and applications for managing cultural heritage databases on the unified digital map platform VMAP of the Scheme "Vietnam Digital Knowledge System," allowing storage, management, exploitation, and reporting from digitized data sources; ensure convenient lookup to meet state management needs, integration capabilities, sharing, connectivity, and visualization.

How are measures to ensure network safety and security guided?
In Subsection 5, Section II, Official Dispatch 3380/BVHTTDL-DSVH in 2022 providing guidance on ensuring network safety and security as follows:
Ensuring network safety and security
- Supported entities: Database security and safety systems of state management agencies on cultural heritage.
- Implementation content:
+ Firstly: Implement measures to ensure network safety and security; manage and monitor information security; data confidentiality, ensure backup, restoration mechanisms for servers, workstations, and related endpoint devices.
+ Secondly: Develop infrastructure, digital platforms, and data to ensure reliable, safe, and healthy information; develop platform systems, infrastructure, and networks associated with ensuring network safety and security, with the ability to self-filter, detect malware attacks, and basic protection.
+ Thirdly: Develop criteria for monitoring toolsets for the management, protection, and promotion of the value of Vietnamese cultural heritage and the Vietnamese Cultural Heritage digital database system; develop reporting and assessment systems with transparency on the Internet.
+ Fourthly: Organize a network security incident response force.
How is the enhancement of human resource quality guided?
In Subsection 6, Section II, Official Dispatch 3380/BVHTTDL-DSVH in 2022 providing guidance on enhancing human resource quality as follows:
Enhancing human resource quality
- Supported entities: Universities, research institutes, agencies, units, organizations, and individuals involved in managing/owning cultural heritage nationwide.
- Implementation content:
+ Firstly: Innovate programs, forms and promote retraining, training again; organize training to raise awareness, levels, and skills on digital transformation for management staff and those working in cultural heritage.
+ Secondly: Fully compile books and instructional materials for the Program on cultural heritage digitization, with diverse, easily grasped, updated, and publicly available content on the Internet for community use.
+ Thirdly: Mobilize human resource participation from businesses and organizations in the digital transformation process of the cultural heritage sector.
