Is a market with between 200 to 400 business points, built solidly or semi-solidly according to the plan;
Has an area suitable for the market's operational scale; organizes minimal activities such as parking, public sanitation, and other activities.
c) Class-3 Market:
Is a market with fewer than 200 business points or has not been built solidly or semi-solidly;
Has an area suitable for the market's operational scale; organizes minimal activities such as public sanitation.

What are the rights and obligations of market construction investors in Vietnam?
Based on Article 7 of Decree 60/2024/ND-CP, the rights and obligations of market construction investors in Vietnam are regulated as follows:
- Rights of market construction investors:
+ market construction investors are entitled to investment incentives and can borrow capital from Development Investment Funds as per the regulations of the Government of Vietnam on the organization and operation of local Development Investment Funds;
+ Other rights as prescribed by law.
- Obligations of market construction investors:
+ Implement the construction of markets in accordance with current regulations on investment, construction, and relevant laws;
+ Perform maintenance throughout the investment project cycle of the market;
+ market construction investors who build, rebuild, or relocate markets must cooperate with the competent authority to publicly post information at the offices of competent state authorities and other relevant locations, and gather opinions from stakeholders as required by law. The minimum period for public information is 30 days (excluding holidays and Tet);
+ market construction investors who build, rebuild, or relocate markets must create migration support plans and policies; maintain temporary market operations; develop exploitation plans, arrange business points in the market, and gather opinions from merchants doing business at the market;
+ New market construction investors must comply with legal regulations on the layout of structures within the market; for renovated or upgraded markets, focus on regulations on fire prevention and control, water supply and drainage, public sanitation, lighting, and ventilation, parking areas as required;
+ Other obligations as prescribed by law.
What are Market internal regulations in Vietnam under Decree 60 2024?
Based on Article 10 of Decree 60/2024/ND-CP, regulations on market rules are as follows:
(1) Market rules must contain the following main contents:
- Opening hours;
- Rights and obligations of merchants doing business in the market;
- Regulations on goods and services sold in the market;
- Regulations on people engaging in transactions, buying, selling, visiting, performing official duties at the market;
- Regulations for administrative and managerial staff of the market;
- Fire and disaster safety;
- Security and order at the market;
- Environmental hygiene and food safety;
- Civilized commerce, code of conduct;
- Requirements for participation in cultural and social activities at the market;
- Regulations on handling violations within the market;
- Other regulations.
(2) Market rules must be publicly posted, clearly and visibly, in locations within the market and must be disseminated to merchants doing business there.
(3) Organizations and individuals participating in trade and exchange of goods and services within the market, and related organizations and individuals must comply with legal regulations and market rules.
(4) Violations of market rules by organizations or individuals are handled by the market management authority within their jurisdiction.
(5) Provincial People's Committees issue a sample market rules to standardize the construction of Market internal regulations and apply them to all markets in the area.
