On August 1, 2024, the Government of Vietnam issued DOWNLOAD Decree 106/2024/ND-CP, stipulating supporting policies for improving the efficiency of animal husbandry. This includes policies to encourage livestock waste treatment.

Decree 106/2024/ND-CP stipulates several supporting policies for improving the efficiency of animal husbandry, including:

- Production of livestock feed from domestically produced materials, development of livestock product markets, and relocation support for livestock facilities;

- Policies to support and encourage improved livestock efficiency, including:

Support for artificial insemination for buffaloes, cows, pigs; support for purchasing buffalo, cow, goat, sheep, pig, and deer breeding stock; support for purchasing parent-level chicken, duck, and goose breeds; and encouragement of livestock waste treatment.

Decree 106/2024/ND-CP applies to organizations, individuals, cooperatives, cooperative alliances, and enterprises engaged in livestock activities as prescribed in Decree 106/2024/ND-CP (hereinafter referred to as organizations, individuals).

What are the regulations on support for the development of livestock product markets in Vietnam under Decree 106?

According to Article 7 of Decree 106/2024/ND-CP, the following support is provided for the development of livestock product markets in Vietnam:

(1) Beneficiaries

Organizations and individuals implementing projects to develop livestock product markets.

(2) Contents and Levels of Support

(i) Investment support covers up to 50% of the total cost for constructing cold storage for preserving livestock and poultry meat products; the maximum support level is not to exceed 3 billion VND per cold storage.

(ii) Support covers up to 30% of the total cost of product brand promotion; the maximum support level is not to exceed 1 billion VND per project.

(iii) Support covers up to 30% of the total cost of training and developing strategies for livestock product market development; the maximum support level is not to exceed 100 million VND per project.

(3) Conditions for Support

(i) The development of the livestock product market must align with the local socio-economic development plan.

(ii) Develop and expand markets for livestock products with value chain links from livestock- butchering-processing or livestock-butchering-processing-consumption.

(iii) Investment projects must be conducted following legal investment regulations and results verification for supported contents as stipulated in point (2i).

(iv) Support claims must be accompanied by relevant invoices and documents detailing the associated costs.

What Are the Principles for Implementing Policies to Enhance Livestock Efficiency?

According to Article 4 of Decree 106/2024/ND-CP, the principles for implementing supporting policies for improving the efficiency of animal husbandry in Vietnam are as follows:

(1) Support must be focused, time-bound, and aligned with development objectives and resource balancing capabilities.

(2) Ensure transparency, openness, non-overlap, non-redundancy, and effectiveness.

- Publicly list beneficiaries and support details at authorized departments (People's Committee headquarters), including name, address, support content, and support amount.

- In cases of complaints or denunciations regarding support policy implementation, the authorized department will process it per legal provisions.

(3) Construction costs, equipment procurement costs, and technology equipment must comply with the investment cost management regulations under the construction law, serving as a basis for considering state budget support.

(4) Costs related to technology licensing, bulk feed storage silo procurement, livestock feed plant procurement, product brand promotion, animals relocation, artificial insemination materials procurement, liquid nitrogen tank procurement, livestock breeding procurement; waste treatment product procurement, biogas plant construction, materials and equipment, testing costs; training expenses shall follow budgeting regulations per the State Budget Law 2015, and guidance for budgeting by the Ministry of Finance, will be a foundation for considering state budget support.

(5) The maximum support levels from the state budget as regulated in this Decree are the ceiling levels. Specific support levels for each policy shall be determined based on calculated costs in (3), (4) and the state budget balancing capacity in each period.

(6) Annual support implementation for policies stipulated in Article 8 of Decree 106/2024/ND-CP, points a and c of Clause 2, Article 10 of Decree 106/2024/ND-CP; one-time support for policies stipulated in Articles 5, 6, 7, 9, and point b, Clause 2, Article 10 of Decree 106/2024/ND-CP.

(7) Organizations and individuals who have received support under other policies, programs, or projects with the same content simultaneously, cannot receive support under Decree 106/2024/ND-CP. If one support content is regulated under various policies, the organization or individual will receive support only once.

(8) In cases where multiple organizations and individuals meet the support conditions of the policies stipulated in this Decree, priority will be given based on criteria such as main local products, high-tech applications, remote, isolated, island areas, or economically challenging regions, capacity to create jobs for the vulnerable, entrepreneurship by youth, and women-led enterprises.

Decree 106/2024/ND-CP comes into effect in Vietnam on September 20, 2024.
