According to the provisions of Clause 4, Article 27 of the 2023 Law on Medical Examination and Treatment in Vietnam stipulating as follows:

Practicing license
1. Each practitioner may only be granted 01 practicing license, which is valid nationwide.
2. The practicing license is valid for 5 years.
3. The contents of a practicing license include the following basic information:
a) Full name; date of birth; personal identification number for Vietnamese practitioners; passport number and nationality for foreign practitioners;
b) Professional title;
c) Scope of practice;
d) The duration of the practicing license.
4. The applicant for a new, re-grant, extension or adjustment of a practicing license must pay a fee in accordance with the law on fees and charges, except for the fault of the agency competent to issue the practicing license that must be renewed, re-issued, extended or adjusted.
5. The Minister of Health shall detail this Article and prescribe the form of a practicing license.

Thus, in case a new license to practice medical examination and treatment is issued but due to the fault of a competent authority, leading to errors in information on the license, the individual will not be required to submit a license to practice medical examination and treatment.

Pursuant to Article 28 of the 2023 Law on Medical Examination and Treatment in Vietnam stipulating as follows:

- The Ministry of Health shall issue a new practicing license for the titles of doctor, nurse practitioner, nurse, midwife, medical technician, clinical nutritionist, outpatient emergency officer and clinical psychologist for those who work at medical examination and treatment establishments under their management;

- The Ministry of National Defense shall issue a new practicing license for the titles of doctor, medic, nurse, midwife, medical technician, clinical nutritionist, outpatient emergency officer, and clinical psychologist for those who work at medical examination and treatment establishments under their management;

- The Ministry of Public Security shall issue a new practicing license for the titles of doctor, nurse practitioner, nurse, midwife, medical technician, clinical nutritionist, outpatient emergency officer, and clinical psychologist for those who work at medical examination and treatment establishments under their management;

- The specialized health agency under the People's Committee of the province shall grant a new practicing license for the professional titles specified in Clause 1, Article 26 of the 2023 Law on Medical Examination and Treatment in Vietnam, except for the cases specified in Clause 1 of this Article. at Points a, b and c, Clause 1, Article 28 of the 2023 Law on Medical Examination and Treatment in Vietnam.

2. Conditions for granting a new practicing license for the titles of doctor, medic, nurse, midwife, medical technician, clinical nutritionist, outpatient emergency officer and clinical psychologist include:
a) Have their medical practice capability assessed through the examination and assessment of their capacity to practice medical examination and treatment prescribed in Article 24 of this Law or have a recognized practicing license as prescribed in Article 29 of this Law. ;
b) Being healthy enough to practice the profession;
c) Satisfy the Vietnamese language ability for foreigners according to the Government's regulations;
d) Not falling into one of the cases specified in Article 20 of this Law or being administratively sanctioned for the act of providing medical examination and treatment without a practicing license but not yet expired, shall be considered to have not been administratively sanctioned.
3. Conditions for granting a new practicing license for the titles of physician, person with traditional medicine or traditional method of treatment include:
a) Having a certificate of physician or certificate of person having traditional remedies or certificate of person having traditional methods of treatment;
b) Satisfy the conditions specified at Points b, c and d, Clause 2 of this Article.

Thus, for the titles of doctor, medic, nurse, midwife, medical technician, clinical nutritionist, outpatient emergency officer and clinical psychologist, the conditions for issuance of a new practicing license are as follows:

- Being assessed as having sufficient medical practice capacity through examination and assessment of medical examination and treatment practice capacity or having a recognized practicing license;

- Be healthy enough to practice;

- Meet the Vietnamese language ability for foreigners according to the Government's regulations;

- Not falling into one of the cases specified in Article 20 of the 2023 Law on Medical Examination and Treatment in Vietnam or being administratively sanctioned for the act of providing medical examination and treatment without a practicing license but not yet expired, shall be considered to have not been administratively sanctioned.

For the titles of physician, person with traditional medicine or traditional method of treatment, the conditions for issuance of a practicing license are as follows:

- Having a medical certificate or a certificate of a person having a traditional remedy or a certificate of having a traditional method of treatment;

- Be healthy enough to practice;
