What official pay scale will be applied to professional servicemen starting July 1, 2024?

On November 10, the National Assembly passed the Resolution on the state budget estimates for 2024.

In the Resolution on the state budget estimates for 2024, a notable point is the content regarding the implementation of salary policy.

The Resolution specifies that starting July 1, 2024, a comprehensive reform of the salary policy will be implemented according to Resolution 27-NQ/TW of 2018 of the Seventh Conference of the 12th Central Executive Committee.

The funding source for implementing the salary reform will be ensured from the accumulated salary reform fund of the central budget, local budgets, and a part of the allocation in the balanced state budget expenditure estimates.

Simultaneously, adjustments will be made to pensions, social insurance benefits, monthly allowances, preferential allowances for people with meritorious service, and some social security policies linked to the statutory pay rate.

Thus, from July 1, 2024, the official pay scale for professional servicemen will be developed according to the spirit of Resolution 27, no longer calculating salaries based on the statutory pay rate and salary coefficients as currently.

From July 1, 2024, professional servicemen will have a new pay scale based on the following factors:

- Abolition of the statutory pay rate and current salary coefficients, constructing a basic salary with a specific amount in the new pay scale.

- Refining policies for regular salary raise and early salary raise for officials and public employees and armed forces in accordance with the new salary schedule regulations.

The new salary structure for professional servicemen upon salary reform includes:

- Basic salary (accounting for approximately 70% of the total salary fund)

- Allowances (accounting for approximately 30% of the total salary fund).

- Additional bonuses (the bonus fund accounts for about 10% of the total annual salary fund, excluding allowances).

Additionally, Resolution 27/NQ-TW of 2018 outlines the salary reform for professional servicemen as follows:

A new pay scale system based on job positions, titles, and leadership positions will be developed and issued to replace the current pay scale; transitioning from the old salary to the new salary ensuring it is not lower than the current salary.

Once the salary reform takes effect from July 1, 2024, professional servicemen will receive salaries based on job positions, titles, and leadership roles replacing the current pay scale and ensuring compensation is not lower than the existing salary.

Currently, there is no official pay scale for professional servicemen upon implementing the 2024 salary reform.

In Resolution 27/NQ-TW of 2018, in addition to the current income from salaries and allowances, after implementing the salary reform from July 1, 2024, the military and police may receive an additional income from bonuses (the bonus fund accounting for about 10% of the total annual salary fund, excluding allowances).

Additionally, from 2025 onwards, the average salary will continue to increase by 7% per year for officials and public employees, and armed forces until the minimum salary equals or exceeds the minimum salary in region I of the business sector.

a) Having political qualities, ethics, health, clear biography, and voluntarily serving in the military;

b) Having diplomas, technical and professional certificates suitable for the title of professional servicemen.

4. The form of selection and recruitment is by selection or examination. In cases of graduates with high honors from regular universities or possessing high technical or professional qualifications, selection and recruitment will be conducted through review.
