By 2025, will all Bachelor of Law training programs be reviewed and adjusted to meet the Program Standards of the Legal Sector?
On September 13, 2023, the Prime Minister of the Government of Vietnam issued Decision 1056/QD-TTg in 2023 regarding the approval of the program to strengthen control and enhance the quality of Bachelor of Law education for the period of 2023 - 2030.
Accordingly, the general objective of Decision 1056/QD-TTg in 2023 is that by 2025, all Bachelor of Law training programs will be reviewed and adjusted to meet the Program Standards of the Legal Sector, specifically:
Regarding specific objectives from the period 2023 - 2025 as follows:
+ All Bachelor of Law training programs will be reviewed and adjusted to meet the Program Standards of the Legal Sector, in which each group of professional legal knowledge areas must have at least one permanent lecturer with a PhD degree in a relevant specialty leading the teaching.
+ 80% of the Bachelor of Law training programs meet the educational quality accreditation standards, of which at least 5% of the programs meet the educational quality accreditation standards of reputable and legally operating foreign accreditation organizations in Vietnam.
+ The rate of permanent lecturers with a PhD degree teaching the specialized knowledge modules of the legal sector will reach a minimum of 35%.

Some content to be implemented to strengthen the quality assurance conditions of the Bachelor of Law education program towards international integration?
According to Subsection 3 of Section 2 of Decision 1056/QD-TTg in 2023, which stipulates the tasks and solutions to strengthen the quality assurance conditions of the Bachelor of Law education program towards international integration. To be specific::
- Enhancing the capacity of the legal teaching staff, with a focus on developing the team of lecturers with PhD degrees.
- Strengthening the supervision of the implementation of scientific research tasks for legal lecturers.
- Prioritizing the legal field in sending lecturers for PhD training abroad.
- Increasing internship programs, student, and lecturer exchanges.
- Innovating, updating the training programs according to international integration standards.
- Developing and promoting high-quality Bachelor's training programs.
- Strengthening the connection between training institutions and employers, businesses, and related professional social organizations in the following activities:
+ Developing training program standards.
+ Developing training programs.
+ Practical training, professional internships.
+ Scientific research and post-graduation employment and utilization.
- Enhancing the efficiency of the internal quality assurance system and participating in international ranking and quality accreditation.
- Encouraging training institutions to perform quality accreditation of the Bachelor of Law training programs and participate in international legal field ranking by reputable accreditation and ranking organizations.
- Planning, investing in upgrading, and enhancing the capacity of several key legal training institutions, focusing on developing the training and research capacity of these institutions to meet the demand for high-quality legal human resources in conjunction with:
+ Vietnam's socio-economic development strategy in general.
+ Activities in scientific and technological development, promoting innovation, and transferring technology.
+ Policies ensuring human rights and civil rights.
+ Regional and international integration policies.
Where will the funds to implement the enhancement of Bachelor of Law education quality to meet the Program Standards of the Legal Sector by 2025 come from?
As stipulated in Section 3 of Decision 1056/QD-TTg in 2023, the funding is specified as follows:
FUNDING
1. The budget for implementing the Program will be ensured from state budget sources according to the state's budget allocation; mobilizing contributions from organizations and individuals domestically and internationally; private investment and other lawful revenues according to current legal regulations.
2. The managing agencies directly overseeing training institutions, Bachelor of Law training institutions, and related parties will allocate funds to perform the tasks and solutions as prescribed by the public investment law and the state budget law.
Thus, according to the above regulations, the funds to implement the enhancement of Bachelor of Law education quality to meet the Program Standards of the Legal Sector by 2025 will come from the following sources:
- From the state budget sources according to the state's budget allocation.
- Mobilizing contributions from organizations and individuals domestically and internationally.
- Private investment and other lawful revenues.
