Vietnam to promulgate Resolution 173 on interpellation at the 8th Session of the 15th National Assembly of Vietnam

To be specific: In Resolution 173/2024/QH15 in 2024, the National Assembly requires the Government of Vietnam, the Prime Minister of the Government of Vietnam, Ministries, ministerial-level agencies, and related agencies to focus on implementing the following contents:

(1) For the banking sector

- The National Assembly requires the Government of Vietnam, the Prime Minister of the Government of Vietnam, Ministries, ministerial-level agencies, and related agencies to closely monitor market developments, the economic situation domestically and internationally to proactively, flexibly, promptly, and effectively manage monetary policy, contributing to stabilizing the monetary and foreign exchange market, consistent with macroeconomic balance, inflation, and meeting capital needs for the economy.

- Continue to direct credit institutions to strive to reduce lending interest rates; ensure safe and effective credit growth, limit the increase in bad debts; direct credit into production, business sectors, and priority areas, contributing to promoting economic growth, developing green credit; tightly control credit into sectors with potential risks...

(2) For the health sector

- It is necessary to continue effectively implementing the Law on Medical Examination and Treatment 2023; Resolution 99/2023/QH15 dated June 24, 2023, of the National Assembly on thematic supervision of mobilization, management, and use of resources for COVID-19 prevention and control; policies and laws on grassroots health and preventive health. Implement the planning for the healthcare network for the period 2021 - 2030, with a vision to 2050, ensuring uniformity and synchronization with other national sectoral plans, regional plans, and provincial plans during the same period.

- Develop a reserve plan for certain types of medicines, chemicals, and medical equipment to support medical facilities in case the situation exceeds the “on-the-spot” response capacity of localities and units. Strengthen international cooperation, mobilize, and receive support and assistance in healthcare from international organizations and communities in response to and overcoming the impacts of natural disasters, catastrophes, and epidemics...

- The National Assembly agreed to ban the production, trading, importation, storage, transportation, and use of e-cigarettes, heated tobacco, gases, addictive substances that harm human health from 2025, ensuring community health, order, and social safety; assign the Government of Vietnam to implement specifically.

Enhance propaganda efforts, raising public awareness, especially among young people, about the harmful effects of alcohol, beer, tobacco, e-cigarettes, heated tobacco, gases, addictive substances that harm human health.

(3) For the information and communication sector

- The National Assembly requires a review, amendment, and supplementation of regulations on information and communication to ensure uniformity, coherence, effectiveness, and development. Study to amend the Press Law, ensuring quality. Soon issue the Development Plan for Press, Broadcasting, Television, Electronic Information, and Publishing Facilities for the period 2021 - 2030, with a vision to 2050.

- Continue to study and propose financial mechanism innovation, task assigning, ordering for press agencies. Promote the support and encouragement of digital transformation in press agencies; effectively implement the Press Digital Transformation Strategy by 2025, with orientation until 2030.

- By 2025, form, and connect the press digital transformation network. Continue to implement Resolution 75/2022/QH15 in 2022 of the National Assembly on fundamentally resolving and correcting the situation of newspaperization of magazines and online news websites. Pay attention to professional training, professional ethics, and political bravery for journalists, editors, and press agency leaders. Strengthen inspection, supervision, and handling of violations in press activities.

- Enhance the capacity of staff, invest in means, and technical tool systems to effectively perform the tasks of managing and supervising information in cyberspace. Develop monitoring systems, focusing on promoting the application of artificial intelligence (AI) to scan and detect advertising violations on digital platforms.

- Promote the construction and recognition of digital platforms to measure reader data in Vietnam to publish data serving advertising on the press.

What is the function of the Ministry of Finance of Vietnam?

According to Article 1 of Decree 14/2023/ND-CP, the Ministry of Finance is an agency of the Government of Vietnam performing state management functions on:

Finance - budget (including: state budget; state treasury; public debt; taxes; fees, charges, and other revenues of the state budget; state reserves; state financial funds; financial investment; corporate finance; cooperative finance and collective economy; public assets according to law); customs; accounting; independent auditing; pricing; securities; insurance; financial services activities, and other services within the scope of state management of the ministry; represent state ownership of capital in enterprises under the ministry according to law.

What are the tasks and powers of the Ministry of Finance of Vietnam in state budget management?

According to clause 8, Article 2 of Decree 14/2023/ND-CP, the tasks and powers of the Ministry of Finance in state budget management are as follows:

- Aggregate, prepare, present to the Government of Vietnam the five-year national financial plan, three-year national financial-budget plan; state budget estimate and central budget allocation plan annually according to the Law on State Budget; adjust the five-year national financial plan, three-year state financial-budget plan, state budget estimate, and central budget allocation plan as necessary; preside over the review, propose the total recurrent expenditure for national target programs during construction, present to competent authorities; balance, allocate recurrent expenditure annually after the Program is approved; preside over the review, aggregate development investment task estimates outside the scope of the Public Investment Law according to the Law on State Budget, relevant legal documents, and approval of competent authorities; cooperate with the Ministry of Planning and Investment in aggregating medium-term and annual public investment plans nationwide according to law;

- Develop, present to the Government of Vietnam, plans to supplement the budget estimate for increased state budget revenue, plans for allocating, using increased revenue, and saving central budget expenses, and plans for adjusting the state budget estimate as stipulated;

- Develop, present to the Prime Minister of the Government of Vietnam, draft decisions assigning revenue and expenditure tasks to each ministry, ministerial-level agency, agency under the Government of Vietnam, and other central agencies, revenue and expenditure tasks, percentage (%) division of shared revenues, and additional levels from the central budget for each province, city directly under the central government according to the Law on State Budget;

- Decide under authority or present to the Prime Minister of the Government of Vietnam the decision to use the central budget reserve, use the central financial reserve fund, and other financial reserves as stipulated by law;

- Preside over, cooperate with ministries, ministerial-level agencies, agencies under the Government of Vietnam, other central agencies, and provincial People's Committees in building, presenting to the Government of Vietnam, the Prime Minister of the Government of Vietnam to regulate or regulate under authority allocation norms and policies, standards, expenditure norms as stipulated by law on the state budget;

- Guide the requirements, content, and deadlines for drafting five-year financial plans, three-year state financial-budget plans, annual state budget estimates; notify budget revenue estimate checks, overall recurrent expenditure levels, and each field of recurrent expenditure for ministries, agencies under the Government of Vietnam, other central agencies; recurrent expenditure estimates for national target programs to agencies managing national target programs; total local budget revenues and expenditure balance estimates for each province, city directly under the central government;

- Organize the implementation of the state budget, and operate the central budget under authority; monitor, urge the organization of implementing budget estimates at all levels;

h) Inspect the allocation of assigned budget estimates of ministries, ministerial-level agencies, agencies under the Government of Vietnam, other central agencies; guide the budget management, operation of ministries, central authorities, and local authorities; direct, inspect the implementation of revenue, and expenditure tasks of the budget by ministries, ministerial-level agencies, agencies under the Government of Vietnam, other central agencies, and localities;

- Organize, direct the accounting, settlement of the state budget, and periodically report on the implementation of revenue and expenditure estimates as stipulated by law;

- Appraise, aggregate the settlement of ministries, ministerial-level agencies, agencies under the Government of Vietnam, other central agencies; aggregate local budget settlement according to the Law on State Budget; aggregate, present to the Government of Vietnam for submission to the National Assembly for approval of the total state budget settlement;

- Advance the central budget under authority or according to the decision of competent authorities as stipulated by the Law on State Budget and guiding documents;

- Recover advances from the central budget;

= Preside over reporting to the Government of Vietnam on disbursement, settlement of public investment plans, programs, and project adjustments; present to competent authorities for issuance or issue under authority regulations on management, payment, settlement of projects using public investment capital;

- Prepare national financial reports nationwide, report to competent state agencies as stipulated by law;

- Preside over, cooperate with relevant ministries and agencies to develop, present to the Government of Vietnam to decide policies and financial solutions within the assigned scope to restrain and fight inflation or deflation in the economy.
