This plan is implemented to concretize the Resolution of the 13th Congress of Vietnam Trade Unions, Resolution No. 07/NQ-BCH in 2024 of the VGCL's Executive Committee on “Focusing resources to take care of the welfare of union members, workers in the new situation.”

Specifically, trade union members and workers can purchase goods and consumer products on the official website of the Program organized by VGCL with the participation of units, organizations, and enterprises via the following link:

According to Plan No. 139/KH-TLĐ...Download, purchasing goods and products of the Tet Market 2025 online follows 3 steps:

Step 1: Trade union members receive shopping vouchers of the Program: Members are listed by the provincial and city labour federations, national sector Labour Federations, central and equivalent labour unions, and labour unions of Corporations under the VGCL to receive shopping vouchers of the Program.

Step 2: Trade union members purchase goods and products on the official information website of the Program during its period (the details of the information website will be announced later).

Step 3: Trade union members receive the goods and products they have purchased.

What is the purpose of organizing the 2025 Trade Union Tet Market in Vietnam?

According to Plan No. 139/KH-TLĐ...Download, the purposes of organizing the 2025 Trade Union Tet Market include:

(1) Concretizing and implementing the Resolution of the 13th Congress of Vietnam Trade Unions, Resolution No. 07/NQ-BCH in 2024 of the VGCL's Executive Committee on “Focusing resources to take care of the welfare of union members, workers in the new situation.”

(2) To organize diverse, practical, and innovative care activities by the Trade Union during the Lunar New Year, contributing to bringing a warm and fulfilling Tet to trade union members, workers, and their families during Tet and Spring.

(3) Bringing quality consumer goods and products from domestic enterprises and units to a large number of trade union members and workers in accordance with the spirit of Directive No. 03-CT/TW dated May 19, 2021, by the Central Secretariat on strengthening the leadership of the Communist Party towards the campaign “Vietnamese People Prioritize Vietnamese Products” in the new situation. This helps union members and workers have the opportunity to purchase quality products at reasonable, preferential prices, saving costs and ensuring modern, convenient, and quick transactions.

How much is the Labor union fees in Vietnam?

Based on Article 23 of the Regulations on financial management, union assets, collection, distribution of revenue, and rewards and penalties for union financial submissions issued together with Decision 1908/QD-TLD in 2016, the subjects, rates, and wages that serve as the basis for calculating union fees are as follows:

Group 01:

Members in the following basic union units:

- Government agencies;

- Political organizations, political-social organizations, political-social-professional organizations, social organizations, social-professional organizations;

- Units belonging to the people's armed forces;

- Public service units receiving salaries according to salary scales and ranks set by the State.

Monthly union fee rate: equals 1% of the salary used to calculate social insurance contributions according to the legal regulations on social insurance.

In which: The salary used to calculate social insurance contributions includes salary grades, positions, salaries in labor contracts, work contracts, and position allowances, seniority beyond the frame, and professional seniority allowances.

When the salary used to calculate social insurance contributions changes, the salary used to calculate union fees also changes according to social insurance laws.

Group 02:

Members in state-owned enterprise union units (including trade unions in joint-stock companies where the state holds controlling shares).

Monthly union fee rate: equals 1% of the actual net salary (salary after deducting contributions to social insurance, health insurance, unemployment insurance, personal income tax of the member), but the maximum monthly union fee rate is only equivalent to 10% of the statutory pay rate according to State regulations.

Group 03:

Members in the following basic union units:

- Non-state enterprises (including trade unions in joint-stock companies where the state does not hold controlling shares);

- Non-public service units receiving salaries not according to the salary scales and ranks set by the State;

- Cooperative unions;

- Foreign organizations, international organizations operating in Vietnam;

- Executive offices of the foreign party in business cooperation contracts in Vietnam;

- Trade union members working abroad.

Monthly union fee rate: equals 1% of the salary used to calculate social insurance contributions according to the legal regulations on social insurance, but the maximum monthly union fee contribution is only equivalent to 10% of the statutory pay rate according to State regulations.

Note:

- Basic union units in Group 01 and Group 02 can collect union fees from members monthly:

+ Equal to 1% of the actual net salary (salary after deducting contributions to social insurance, health insurance, unemployment insurance, personal income tax of the member) or

+ Set a higher rate than 1% of the salary used for social insurance contributions if agreed upon by the expanded basic union committee (from the union leader upwards) through a resolution, documented and specified in the internal expenditure regulation of the basic union.

Union fee amounts exceeding the regulation will be 100% retained for the basic union for additional expenditure activities in accordance; upon financial statement reports, the basic union must separate the excess union fee amounts according to the prescribed form to calculate the payable amount to the higher levels.

- Union members in industry union units, basic enterprise unions difficult to determine wages as a basis for union fee contributions; union members not subject to social insurance contributions: contribute fees according to a fixed rate but no less than 1% of the statutory pay rate according to State regulations.

- Union members on social insurance allowances from one month onwards are not required to pay union fees during the allowance period; union members unemployed without income, on personal leave without pay for one month or more, are exempt from union fees during that period.
